- NRMAF0002300903SML ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OCEANIC AND ATMOSPHERIC RESEARCH (OAR), GREAT LAKES ENVIRONMENTAL RESEARCH LABORATORY (GLERL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH TOTAL WATER TREATMENT SYSTEMS, INC, LOCATED IN MADISON, WI, FOR NON-PERSONAL SERVICES FOR THE PROCUREMENT, INSTALLATION, AND MAINTENANCE OF TWO (2) EACH NALCO DEIONIZED WATER PURIFICATION SYSTEMS TO BE PERFORMED AT THE GLERL IN ANN ARBOR, MI. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT TOTAL WATER TREATMENT SYSTEMS IS THE ONLY SOURCE ABLE TO PROVIDE THE FULL SCOPE OF WORK REQUIRED BY THE GLERL. ONE NALCO WATER PURIFICATION UNIT IS CURRENTLY IN USE AT THE GLERL. TWO NEW UNITS ARE REQUIRED � ONE TO REPLACE THE CURRENT UNIT AND ONE TO BE INSTALLED AS AN ADDITIONAL UNIT. THESE SYSTEMS PRODUCE DI WATER FOR VARIOUS ENVIRONMENTAL PROCESSES AND ANALYSIS. THE SYSTEMS ARE CRUCIAL TO SCIENTIFIC ANALYSIS OF GREAT LAKES WATER SAMPLES. THE WATER MUST MEET EPA STANDARDS IN ORDER TO QUANTIFY AND PASS VARIOUS ENVIRONMENTAL STANDARDS. IT MUST BE FREE OF ALL IMPURITIES, SALTS AND OTHER MINERAL, CHLORINE AND BACTERIA.4. THE WATER QUALITY MUST MEET HIGH WATER STANDARDS >17.6 MEGAOHMS (M?-CM). RESISTIVITY IS EXPRESSED IN MEGAOHMS-CM (M?-CM) AND IS USED IN THE CLASSIFICATION OF WATER WITH FEWER IONS. ONE MEGAOHM IS THE EQUIVALENT OF ONE MILLION OHMS OF RESISTANCE. MEGAOHMS-CM IS OFTEN ABBREVIATED TO SIMPLY 'MEGOHMS'. ULTRA-PURE WATER HAS A RESISTIVITY OF 18.2 M?-CM.6. TOTAL WATER TREATMENT SYSTEMS IS THE ONLY VENDOR ABLE TO PROVIDE NALCO UNITS TO THE REQUIRED SPECIFICATIONS, INSTALL THE UNITS, PROVIDE THE TANK EXCHANGE SERVICES, AND PROVIDE THE MAINTENANCE SERVICES. SYSTEM PROCUREMENT TO BE COMPLETED BY 30 DAYS AFTER AWARD. MAINTENANCE PERIOD OF PERFORMANCE AWARD THROUGH FIVE YEARS AFTER AWARD. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
