SPE603-23-R-0506 COCO Storage Services for Hachinohe, Japan The Defense Logistics Agency (DLA) - Energy - FESBB is issuing a Request for Proposal (RFP) for Contractor-Owned Contractor Operated (COCO) fuel storage services within Hachinohe Petroleum Industrial Area, in Hachinohe, Japan. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of U.S. Government-owned aviation turbine product. Receipt and storage services and�capabilities for commercial grade Jet A-1 or military grade JP8 and ship JP8 or Jet A-1 via tanker truck or interconnected�pipeline to the U.S. Fleet Logistics Center (FLC) Hachinohe, Japan. Solicitation SPE603-23-R-0506 is issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive U.S. Government owned turbine aviation products (Jet A-1 or military grade JP8) via tanker/barge at pumping rates compatible with the mode of transportation tendered. The shipping requirement include the capability to ship U.S. Government owned turbine aviation products (JP8 or Jet A-1) via tanker truck or inter- connected pipeline to the U.S. Fleet Logistics Center (FLC) Hachinohe, Japan at pumping rates compatible with the facility and mode of transportation tendered. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis. Storage requirements include required fill capacity for 59,000 barrels of Turbine Aviation, Commercial Grade Jet A- 1. A minimum of two tanks interconnected with all storage available and operational upon award at a single facility, is required. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a five-year base period of performance from February 15, 2024 through February 14, 2029, and an option, not to exceed six months (February 15, 2029 through August 14, 2029) IAW FAR 52.217-8, will be included. This procurement is solicited under full and open competition. Interested companies responding to the solicitation will be required to register�in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). �
