- �The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a new contract to Triumph Gear Systems Inc., Park City, UT. The contract will be on a sole source basis for: Non-recurring engineering (NRE), Step 2 drawings, and associated data required to enact a MV-22, CV-22, CMV-22, and FMS MV-22 aircraft Pylon Conversion Actuator (PCA) Engineering Change Proposal (ECP). �The ECP is to install a Ball-Nut Wiper Scraper, which will be conducted by the Field Service Representative (FSR) in support of the PCA operating in the V-22 aircraft. This action is being awarded on a sole source basis to Triumph Gear Systems Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� Triumph Gear Systems was selected in 2016 through an alternate vendor as the sole designer, developer, and producer of the V-22 PCA (P/N: 42555-78, SDRL-7001) drawings. Moreover, Triumph Gear Systems is the only source with the requisite knowledge, experience and technical data necessary to meet the Navy�s requirements. � The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
