Description
Safe Haven Transitional Housing Washington D.C. The purpose of this pre-Solicitation Notice is to award a single award IDIQ contract for the following requirement: The Department of Veterans Affairs Medical Center Washington, D.C. (VAMC- DC) is seeking sources from contractors to assist with providing Transitional Residential Care, Treatment and Rehabilitative services to Veterans who are homeless or a at risk of becoming homeless with severe mental illness (SMI). This goal began in 2011 under Former President Barack Obama s Administration and was adapted by communities across the country. Although we have significantly decreased the number of Veterans who are homeless on the streets and in shelters, we continually strive for zero. The VAMC-DC is seeking Contractors to assist with Community based Transitional Housing Services for Homeless Veterans with Serious Mental Illness (SMI). Many of these Veterans have multiple conditions that make it hard for them to succeed in shelters or traditional transitional housing programs. These conditions will include however are not limited to severe mental illness, co-occurring disorders and other serious medical conditions, SMI being the leading diagnosis. VAMC-DC intends to utilize the services of the contractor to provide transitional placement to Homeless Veterans referred directly by the VA Medical Center indirectly through Community Partners. The VAMC-DC anticipates issuing a solicitation in accordance with Federal Acquisition Regulation (FAR) Part 15 for this requirement on or approximately April 01, 2023, with a closing date for proposals on or about April 30, 2023. The solicitation will be available for download from http://www.sam.gov. Interested Contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from the website and no hard copies will be made available. In addition to providing room and board to VA veterans, vendor staff will provide additional oversight to rehabilitating veterans, such as aiding in learning and development of responsible living patterns, assistance in upgrading social skills and improved personal relationships, instruction in and assistance with health and personal hygiene, and will collaborate with VA designated case managers or other community resources as needed. As part of the rehabilitation process, veterans will need access to a laundry room with laundry soap for veterans to do their own laundry and a kitchen area with appliances to prepare their own snacks and meals. Veteran residents will also require a private, handicapped accessible individual bathroom located in the veterans-only area. Anticipated Solicitation The Washington DC VAMC anticipates issuing Fixed price IDIQ contract in accordance with Federal Acquisition Regulation (FAR) Part 12 for this requirement on or about June 15, 2023, with a closing date for quotes on or about July, 05, 2023. The solicitation will be available for download from https://www.sam.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website as no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process and will include the applicable wage determination schedule for the locality for any positions covered by the Service Contract Labor Standards statute.
