Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Metropolitan Architects and Planners (MAP) (small business), under the authority of FAR Part 6.302-1, for a Time and Materials (T&M) Contract to continue to provide Comprehensive Space Analysis and Space Consolidation/Reduction Strategies for the Environmental Protection Agency�s Office of Mission Support (OMS) Real Property Services Division (RPSD). Metropolitan Architects and Planners (MAP) (small business) has been providing analyses and strategies for space consolidation/reduction for the Agency under contract 68HERC20R0117 Task Order 68HERC21F0398 which expires June 30, 2023. The Agency is attempting to achieve cost savings by reducing operating costs, generating income through disposal of assets, and more efficiently using existing real property through consolidation of space. MAP has been providing support services under the task order to perform the required space planning, space analyses, and project management support, but work was suspended a significant amount of time due to COVID restrictions. MAP was able to provide limited analyses, but due to the COVID restrictions, facilities were closed, and travel was restricted until approximately March 2022. In addition, the contract expired and the task order for this work will expire June 30, 2023, and cannot be extended. Metropolitan Architects and Planners (MAP) (small business) is the only known firm qualified to provide these services because they have been intimately involved with the analyses and strategies for space consolidation/reduction for EPA from the beginning. The utilization of a different firm is not in the best interest of the Agency because MAP (small business) has the historical knowledge and has already performed most of the work necessary to complete the project. It is anticipated the remaining work to complete the required space analysis and strategies for space consolidation/reduction will take approximately 1-year (July 1, 2023 � June 30, 2024) with an estimated value of $748,000. This requirement will utilize FAR Part 6. The North American Industry Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services with a small business size standard of $41.5 million dollars. Metropolitan Architects and Planners (MAP) (small business) is the only known contractor to continue to provide the analyses and strategies for space consolidation/reduction due to their historical knowledge and current completion percentage for this project. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA�s requirement may submit a capability statement which must address how it will meet requirements identified above. Such documentation must be submitted to the Contracting Officer by 12:00 (Noon) Eastern Time on June 26, 2023. A determination not to compete the proposed T&M contract based upon the responses received to this notice is solely within the discretion of the Government.
