- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E523Q0020 is being issued as a request for quotation (RFQ).� The associated North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement. The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s Engineering Resources Branch (ERB) Pavement Resources Branch in Hanover, NH requires a Benchtop Thermal Conductivity Meter that is part of CRREL�s laboratory materials analysis chain used to support construction materials research. The Benchtop Thermal Conductivity Meter shall be capable of measuring the thermal conductivity of soils, concrete, and insulation materials used in construction activities at low temperatures and be able to perform testing according to ASTM C518. Please reference the attached RFQ for instructions and applicable provisions and clauses.� The Government intends to award a firm fixed-priced contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: 1) technical capability to provide the requested items and 2) price. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
