- Description
- Contractor shall provide a mobile software application subscription that will allow the Maine Army National Guard (MEARNG) Recruiting and Retention Battalion a way to communicate and engage with potential candidates from age 17�24-year-old from local schools over SMS text message and will include support services. This platform will greatly assist in generating, following up and screening leads/candidates digitally saving time and creating effective, which is extremely important to the Recruiting and Retention Battalion Period of Performance shall be One Year (12 Months) with an anticipated start date on or about 17 July 2023. This acquisition is solicited 100% Set asides for Small Business. The North American Industry Classification System (NAICS) Code � 516210 - Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers. Size Standard is $47M The Government intends to award a single purchase order to the responsible Offeror whose quote represents the best value to the Government, with appropriate consideration given to the three (3) evaluation factors. Technical, and Past Performance. Commercial and Simplified Acquisition Procedures will be utilized to the max extent in a streamlined evaluation IAW FAR 12.602 & FAR 13.106-2. The Price factor will not be evaluated. Award may be made without discussion with offerors. Offerors are cautioned that the award may not necessarily be made to the lowest priced proposal. Offerors are cautioned that an unrealistically low price, as proposed initially or subsequently, may be a ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the required services, or he/she has made an imprudent offer. Technical approaches with more comprehensive and detailed marketing strategies and from companies with more experience with the National Guard enterprise will be more highly rated. Questions of a technical nature shall be submitted to the Contract Specialist in writing via e-mail.� Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is Friday, June 23, 2023 by 3:00 PM EST. Questions received after this date and time may not be answered.� Questions will be answered in a formal amendment to the solicitation so all interested parties can see the answers
