- Solicitation number:� W912JB-23-Q-0131 Request For Quote (RFQ) Title:�������������������������� BPA MASTER AGREEMENT FOR DELIVERED RATIONS Restriction:���������������� Full and Open Competition NAICS:������������������������ 311991 Perishable Prepared Food Manufacturing Issue date:����������������� 5 June 2023 Closing date:������������� 14 June 2023 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, FAR 13 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A Blanket Purchase Agreement (BPA) will be established for perishable and non-perishable food for the Michigan Army National Guard. A BPA is not a binding contract but an agreement; thus prices must be set prior to any orders being placed against the BPA. �Additionally, either party has the choice to terminate or re-negotiate an agreement provided a 30-day notification is given.� BPAs period of performance is usually for a five-year period unless terminated by either party or the BPA Master dollar limit has been met. The government is looking for qualified companies to provide perishable and non-perishable food/subsistence to the Michigan Army National Guard. Blanket Purchase Agreements (BPA) will be established with three companies that are able to meet our requirements.� These companies will be required to deliver food primarily to Camp Grayling in Grayling, Michigan. 1.0������ REQUEST FOR QUOTE 1.1������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-03.� 1.2������ Full and Open competition 1.3������ Place of Delivery:��� Camp Grayling, Grayling, Michigan ����������������������������������������������������������������������������������������������������������������������� 2.0������ QUOTE FORMAT 2.1 ����� Current pricing for a sampling of the common items to be ordered are listed on Attachment B Quote Template. Other items will also be ordered but these items are used frequently. 2.2 ����� Use the Attachment B � Quote Template to submit quote 2.5 ����� Questions due:� 9 June 2023, 5:30 pm Eastern Standard Time (EST) Questions must be submitted via email to bonnie.l.reineer.civ@army.mil.� Questions will not be answered via telephone. � 2.6 ����� Quotes due: �� 14 June 2023, 5:30 p.m. Eastern Standard Time (EST) � 2.7������ The Government reserves the right to require minor clarifications or to hold discussions. However, the Government may award without requesting clarification for ambiguity. TECHNICAL INFORMATION Delivery times should be in the morning between 0730 and 1130. Other delivery times can be supported but will place undue hardship on both the receiving and the delivering vendor. All items are subject to inspection upon delivery. Any time/temperature abused, rotten, or damaged items that do not meet ServSafe (National Restaurant Association) delivery requirements are subject to refusal. All items that are refused will need to be replaced within a 24-hour turn-around time. The pricing shall remain unchanged from the original order. 3.4 ������� Shelf Life:��� shelf stable products must be within the shelf life of a minimum of 30 days prior to expiration. Fresh products will have a shelf life of a minimum of 7 days. 3.5�������� Substitutions: If the requirement for an item is greater than the stock on hand for one item, the vendor may provide a like-item of equal or greater quality to fill the needs of the placed order. The cost for the substitution will not be greater than the cost of the initially ordered item. 3.6�������� Regular season:� 1 � 2 deliveries per month. During this season there are typically only inactive duty training periods which typically account for 2-8 days per month. This does not preclude the capability for completing annual training, but it typically does not occur during the regular season. If winter training objectives become more prevalent, annual training during this season may happen more frequently requiring additional deliveries to support training. 3.7�������� Peak season: 2 � 3 deliveries per week are routine to support the amount of personnel on ground along with their requirements for annual training which may last up to a month at a time, as well as inactive duty training which may be 2-8 days per month. 4.0������ EVALUATION 4.1 ����� The offer will be evaluated for price reasonableness compared to historical pricing with inflation rate from the Bureau of Statistics 4.2������ The government intends to issue a maximum of three BPA master agreements to the responsible companies whose quote is most advantageous to the government based on price and other factors that provide the best value. 4.3������ Best value will be determined by evaluating price and past performance. Technical capability will be rated as acceptable or unacceptable.� 4.4������ Unsatisfactory action in FAPIIS or SPRS in the last three years may render your quote unacceptable. 5.0������ SAM REGISTRATION/JOINT VENTURE In accordance with Class Deviation 2023-O0001 effective October 28, 2022, a small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:� A) Small business; (B) Service-disabled veteran-owned small business; (C) Women-owned small business (WOSB) under the WOSB Program; (D) Economically disadvantaged women-owned small business under the WOSB Program; or (E) Historically underutilized business zone small business. 6.0 ����� Award 6.1������ A BPA Master Agreement is not a contract.� The agreement is issued for exclusive acquisition of the items for delivery rather than re-issuing a solicitation as the consumable rations are needed. 6.2������ When delivery is requested, the requirement will be rotated between the BPA holders for this requirement of delivery of rations. 6.2.1��� The purchase order will be a firm-fixed contract. 6.2.2��� The COR (contact person) and WAWF (invoice) instructions will be issued on each BPA Delivery Call (purchase order). 7.0������ BILLING INSTRUCTIONS 7.1������ Invoice terms are Net 10 days. 7.2������ Invoices must be for services performed. Invoices will not be accepted for billing future services during the period of performance. 7.3������ Inspection and acceptance will be at Lansing, Michigan.� 7.4������ Quantity for services corresponds to the number of invoices to be submitted once per month for the time of performance. 7.5������ Invoices must be submitted through Wide Area Work Flow (https://piee.eb.mil).� 7.5.1 �� Instructions are on clause 252.232-7006 to be included on each Delivery Call. 7.5.2��� The Contracting Officer Representative (COR) has seven days to inspect the submitted invoice, and seven days to accept or reject the invoice. Once accepted, the request is submitted to the USPFO Pay Office for processing; when approved, the request is sent to DFAS for EDI transmission to the contractor.
