- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.� This solicitation number is NICHD-23-168 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-04 effective 06/02/2023.� The North American Industry Classification (NAICS) Code is 513210, Software Publishers, and the small business size standard is 38.5.� It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver, National Institute of Child Health and Human Development in support of National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to award a purchase order, as a notice of intent, to QIAGEN LLC, 19300 Germantown Road, Germantown MD 20874-1415 to acquire IPA Analysis Match Explorer LCL. Ingenuity Pathway Analysis (IPA) is an all-in-one, web-based software application that enables scientists to analyze, integrate, and understand �omics data derived from RNA-seq, gene expression, proteomics, metabolomics, microRNA, and gene or chemical lists.� IPA reveals the hidden knowledge of how molecules work together-- in pathways, by regulating each other, by impacting biological and disease processes, as drug targets and biomarkers, etc.� Without IPA, that information is scattered across thousands of journal articles and dozens of public databases. With IPA, these millions of individual pieces of knowledge are brought together to illuminate the biology for the user. The objective of this requirement is to provide a software license to the current Government software (IPA) that can store various research projects that are submitted from PIs from NIDDK and beyond, which include about at least 100-300 projects, including microarray and NGS projects, downstream bioinformatics data analysis per year. SALIENT / REQUIRED FEATURES AND SPECIFICATIONS ������������� IPA Analysis Match Explorer LCL TASK AREAS Task Area 1 � Software License Support/Maintenance � The contract shall provide technical support to include phone consulting and regular software updates (as required). Task Area 2 � Shipping Instructions � The Contractor shall ship IPA Analysis Match Explorer LCL licenses via email to T.B.D. on NIH campus, Bethesda, MD at the time of contract award. The offeror must include a completed copy of the following provision�s along with their quote:� FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items; FAR Clause 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment; FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items: Evaluation Factors (1) technical capability to provide all services/consumables, (2) price; and (3) past performance. Technical capability and past performance, when combined, are significantly more important than cost/price; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition, apply to this acquisition.
