- Description
- The Centers for Disease Control and Prevention (CDC) Division of Health Informatics and Surveillance (DHIS) intends to award a sole-source, firm fixed-price purchase order to InterOperability Bidco, Inc. (d/b/a Rhapsody) for licenses to Rhapsody production and development software, inclusive of maintenance and ancillary technical support. Under this proposed purchase order, the contractor shall provide renewed access and maintenance for Rhapsody version 5.X production software, covering one (1) server and ten (10) users, required for the continued operation CDC's Message Validation, Processing, and Provisioning System. The contractor shall further provide one (1) additional, optional Rhapsody version 5.X production license, covering fifteen (15) users; as well as, one (1) Rhapsody 6.X development license, covering twenty-five (25) users, for the National Electronic Disease Surveillance System Base System (NBS)�Rhapsody route development. Rhapsody software is a legacy product supporting various critical information and surveillance systems that have serviced CDC programs and external partners for several years. The CDC surveillance and information systems associated with this requirement currently have a historic integration and utilization of Rhapsody, and thus, a unique operational dependency upon continuation of the software. Rhapsody is proprietary software exclusively licensed and maintained by InterOperability Bidco, Inc. This contract action is for supplies and ancillary services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to the working Contract Specialist at QST7@cdc.gov by 12:00pm on June 16, 2023.
