811This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 811210, (Electronic and Precision Equipment Repair and Maintenance) with a size standard 34.0 Million. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing GETINGE Sterilizers Maintenance at the West Haven VAMC per the Performance Work Statement below. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 8:00 PM EST, 06-June-2023. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Respondents will not be notified of the results of the evaluation. ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ ______________________________________________________________________________ Attachment 2 PERFORMANCE WORK STATEMENT Getinge Sterilizers VA Medical Center, West Haven and Newington, CT SCOPE OF WORK: Supplies and Services for Sterilizers Contactor shall provide all labor, specialized services, and travel necessary to maintain the equipment in proper working order. Preventive maintenance during the contract year shall include at a minimum, one service call during each quarter (Jan-Mar. Apr-Jun. Jul-Sep and Oct-Dec) providing for a thorough inspection, (visual and electrical), testing, adjustment~ cleaning and lubrication, all in accordance with procedures recommended by the manufacturer and making such repairs may be needed at the time of each visit. All quarterly inspections shall include the following: 1. Clean items (remove dirt, rust, spilled solutions, lint and other deposits with proper cleaning equipment and supplies). 2. Test/record temperatures in the chamber and calibrate unit system if necessary. 3. Check for missing nuts, bolts, knobs, latches, catches and other missing hardware. 4. Consult with operator regarding unit performance. 5. Lubricate, repair and adjust items per malefactor s instructions. 6. Perform other preventive maintenance tasks per the manufacture s recommendations. 7. Contractor shall have yearly training for all certified factory technicians and dates of completion records available.. 8. Ensure equipment has all current manufacture s system software package updates. 9. Provide semiannual and annual Preventive Service Pack Kits for all machines listed. All kits must be manufactures OEM replacement parts/equipment. Sterilizer door gaskets, cylinder & vacuum piping, hoses, fi1ters & valves must be checked for leaks under full pressure and ensuring temperatures are achieved as per manufactures specifications. An inventory of parts must be available upon visit. Upon completion of cycles sterilizer will be free of leaks or condensation with a satisfactory printer recording function. Replace all valves in units once yearly. All replacement valves and parts must be OEM. d. Update current manufactures software and operational systems. This contract also includes all intervening calls necessary between regular inspections except for those caused by accident, fire or abuse. All equipment shall be maintained up to the original factory specifications. Contractor shall guarantee a 1 hour telephone response time, 24 hours per day, 7 days per week. On-site response wil1 commence within 24 hours (Mon. through Fri 8 am - 5 pm, excluding Federal Holidays) after receipt of a telephone request. All on-site service including quarterly inspections and intervening calls shall be coordinated with Contracting Officers Facility POC and shall include following requirements. At the completion of any on-site call the Facility POC shall certify that all sterilizer equipment has been serviced and maintained to meet all manufacturer's recommended specifications. Contractor shall maintain and provide the Government at the completion of any service call a record of all routine maintenance and repairs on request. All equipment service records must be maintained electronically and be easily accessible upon demand. All Contractor technicians providing service to any equipment under this contract will be factory trained and certified for each identified sterilizer, and shall have necessary service manuals and normal parts inventory on hand for the equipment being serviced. 4. When inspection discloses that new parts are required to maintain proper performance, the Contracting Officer will be notified for authorization prior to ordering. All parts ordered for repair that is not covered under maintenance agreement shall be invoiced separately from routine contract charges. 5. All on-site work on this contract, will be performed between the hours of 8:00 am to 5:30 pm unless authorization bas been granted by the Facility POC prior to the commencing of any after-hours repairs/service. At the completion of each service call the VA Facility POC and or supervisor in charge of the equipment maintenance program, will prepare and provide to the contractor a copy of the Contractor Performance Evaluation form. Original form will be maintained in the Contracting Officer's contract files for this contract and will be used as a basis for contract renewal during option years. The hours of service shall be Monday Friday between the hours of 8:00pm and 5:00pm. On-site service shall be rendered on the following business day providing the service request is received before 5:00pm. Service requests received after 5:00pm shall be scheduled within one business day. Service requests received on Friday shall be scheduled for the following Monday. The equipment to be covered is listed below. Pricing for the monthly and yearly cost of PM services for these machines and equipment shall be listed as indicated above.
