- VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Brand Name Justification IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-3945 Contracting Activity: Department of Veterans Affairs, Battle Creek requests a procurement for a RQI CPR Training Carts. The procurement request is being worked through the Dayton VAMC, Networking Contract Office (NCO) 10, 3140 Governor s Place Blvd, Suite 100, Kettering, OH 45409. 2237 #: 515-23-3-069-0120 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this purchase is to expand the number of mobile Resuscitation Improvement carts available to staff. These carts will increase knowledge of medical staff, in order to provide spot-on CPR to patients requiring immediate resuscitation. The carts will be ordered for one-time placement purchase. Estimated Cost: Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The carts accommodate an adult and infant voice activated manikins. The carts will have an integrated speaker system that allows the user to hear the verbal command within the ROI program. Nursing department has determined that the need of 5 carts to accommodate the Battle Creek VA Medical Center. QCPR or Quality CPR, is a special technology platform developed by Laerdal to help train providers on how to deliver guideline quality CPR in real-life emergencies. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted using VetCert, DSBS, FPDS, eCMS, Contract Opportunities, SAM, and GSA. VetCert was searched using the NAICS Code and this provided 599 vendors. DSBS used NAICS Code 339112 and key word CPR and this provided 2 potential vendors. It was found during the Market Research, using FPDS, eCMS, Contract Opportunities, that these items are available on the open market, which was confirmed through the OEM, Laerdal. Therefore, an RFQ will be placed in Contract Opportunities as a SDVOSB set aside. Market Research showed the OEM of this equipment does not distribute this equipment and has 2 SDVOSB vendors that can provide this equipment. This will meet the VA Rule of Two requirement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
