- GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around -6/15/2023. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cape Hatteras NATIONAL SEASHORE, NC is seeking qualified firms or organizations to replace the HVAC Units at the Buxton Ranger Station The Buxton Ranger Station is a historic building located on Lighthouse Rd in Buxton, NC and provides office space for Outer Banks Group personnel. The building includes two structures side by side connected by a portico between the two structures. The main entrance is at the rear of the building. The two structures are two story similar in size and have separate HVAC system for the downstairs and upstairs (See basic floorplans below). There is no existing HVAC plan for the building. The building as a whole is referred to as the Buxton Ranger Station. To differentiate between the two sides of the building, the right side when looking at the floor plan is referred to as the Ranger or VRP side, while the left side is referred to as the Resource Management side. For the purposes of this project, these naming conventions will be used. The HVAC systems and controls at the Ranger Station are at the end of their life cycle and are consistently performing poorly. The heat pumps are located outside the building and provide refrigerant lines into the building to the air handler units for each side. Dates of manufacture for exterior and interior units show 2004 and 2006. One exterior heat pump unit was replaced in 2021. The Resource Management side has an HVAC closet located on the ground floor near the entrance at the rear of the building containing two air handlers. Ducting from one air handler is installed in a chaseway along the ceiling of the first floor toward the front of the building. Supply vents include rectangular, square, and round louvers of various sizes. Another Air handler supplies air through a chase extending upward through the second floor into the attic space where ducting runs above the ceiling to supply louvers installed in the ceilings. On the Ranger side the two air handlers are located in a second story closet located near the front of the building. One air handler supplies ducting into the attic space above, providing supply vents through the ceilings in each room. The other air handler is situated upside down, providing air down to a chaseway in the ceiling of the first floor to various rooms. The upstairs HVAC closet ceiling and floor have been cut to allow ducting to pass through. The floor tile appears to be 12 inch vinyl tile atop plywood. Several floor tiles are broken, but generally appear to be intact and undamaged. Manufacture dates of the units are 2006. The flooring and adhesive do not appear to be asbestos containing materials. The floor does appear to be slight deflection in the floor likely from inadequate floor joist support and weight of the 2 HVAC units. The HVAC systems have been modified in the past to add ductwork to reach several offices. The Utility room with Telecommunications equipment is without HVAC. Some sections of ductwork may have tears or separations in the insulation as indicated by ceiling damage and rust on supply registers. The porches on the easter side of the building were enclosed and converted to office space and are labeled as the �District Resource Management Office� and �Visitor Use Office� in Figure 1 below. The attic insulated duct sheet metal and round duct is undersized and improperly fitted to supply registers. The ceiling in one room outside the mechanical space on the VRP side is sagging slightly from condensate and/or improper bracing and installation. Attic insulation is insufficient for space and climate. The building is historic and some interior finishes are plaster, while some are wood, drywall, or other material. The NPS completed load calculations for HVAC unit sizing and duct sizing, including cubic feet per minute (CFM) into each room. The calculations followed Air Conditioning Contractors of America (ACCA) Manual J, using 95 degrees outside air temp, and 70 degrees inside air temp and 55% inside relative humidity for calculations. Calculations are provided and attached to this scope of work. The figures below show the basic layout of the rooms within the structure. The number in parenthesis indicates the number of personnel in each room for purposes of heat load calculations. The Park has to scale floor plans of the building showing the room sizes, walls, and windows. These drawings are attached at the end of this scope of work and are available electronically for use on this project. However, some features such as insulation, HVAC register size, and duct size are not shown. PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
