Box 25287 Denver, CO 80225 POINT OF CONTACT: Michael Smith, Contract Specialist, 303-969-2031, michael_smith@contractor.nps.gov PLACE OF PERFORMANCE: Fort Jefferson is located on Garden Key, Dry Tortugas National Park, Key West, Florida PLACE OF PERFORMANCE POSTAL CODE: 33037 PLACE OF PERFORMANCE COUNTRY: USA Title of Project: DRTO 244370 Repairs to the Fort Jefferson Counterscarp & DRTO 244372 Perform Dredging of Fort Jefferson Moat and Fingerslips at Garden Key GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Systems for Award Management website at SAM.gov . Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on sam.gov without registering. The sam.gov website has an Interested Vendors List and a Watchlist where you can add your company�s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about June 26, 2023. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 237990, Other Heavy and Civil Engineering Construction with a size standard of $45.0 million. Project Description: The exterior of Fort Jefferson includes two major features, the Scarp and the Counterscarp. The Scarp is the exterior face of Fort Jefferson. The Counterscarp is the seawall around Fort Jefferson which protects the Scarp from the ocean�s energy and forms a moat between the two. The Counterscarp, or `moat wall� is one of the main attractions for nearly all visitors arriving at Garden Key on the park�s two transportation concessions. Garden Key is the location of the park�s only public use dock and small boat slips. The main dock supports both park operations providing moorage for the Park supply ship, and the Park�s only ferry concession which brings 175 people to the park per day. The fingerslips adjacent to the main dock are used by recreational fishermen who travel to the park aboard their own vessels to experience the world class fishing in and around the park. DRTO 244370 - Repairs to Fort Jefferson Counterscarp Repair recently damaged areas of the counterscarp with new materials and methods to achieve a more durable structure. This repair option will address the collapsed section and complete wall repairs with new material and techniques while matching the historic fabric. Materials and methods will be chosen based on durability and compatibility with the fort's historic features. Once repaired, revetment will be placed in select location at the base of the walls to aid in hardening and prolonging the counterscarp's life from future wave energy and scour. Coral relocation planned to be performed by the Park prior to construction beginning. DRTO 244372 - Dredging of Fort Jefferson Moat and Fingerslips at Garden Key Waterfront This project involves the removal of hurricane accumulated sand deposits at Fort Jefferson and will accomplish two major objectives: 1) dredge of the slips and finger piers at the Garden Key Waterfront to allow for continued unobstructed recreational and park use of the dock and slips, and 2) removal of significant filling of sand and silt material in the moat surrounding Fort Jefferson. The recovered sand will be used in beach restoration, and in the repair of the Fort Jefferson Counterscarp. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror�s technical capability in comparison to its price. Estimated Price Range: Over $10 Million Estimated Period of Performance: November 2023 � November 2024(365 Days after NTP) Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents A pre-proposal meeting may be posted and date/location will be noted in the solicitation. This procurement is a Restricted Full and Open Competition. Responsible small business is encouraged, and Small Business Participation will be utilized as an evaluation factor. The small business size standard for NAICS 237990 is $45.0 million. HUBZone Preference will be utilized in accordance with solicitation clause, FAR 52.219-4. Small Business Subcontracting Plans will be required for Large Business offerors to meet the NPS Small Business goals. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
