- Preventative Maintenance Service Agreement for Bio Fire Film Array 2.0 instrumentation for the Department of Laboratory Medicine in the National Institutes of Health (NIH), Clinical Center (CC) Product Service Code: J059 NAICS Code: 811210 Place of Performance: Bethesda, MD 20814 POTS: 23-007042 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year and two (2) option year periods to Bio Fire Defense LLC on a sole source basis to provide a preventative maintenance agreement for Bio Fire Film Array 2.0 instrumentation already onsite with the following serial numbers: 2FA00386, 2FA05898, 2FA00546, 2FA00396 and 2FA05911. The aforementioned instruments provide automated detection of pathogenic organisms in clinical patient specimens, and results generated by them directly influence the treatment of patients in the CC. This procurement request is to ensure that these instruments continue to perform at their highest level in order to continue to provide timely results to the patient care team. These instruments and their associated supplies are proprietary to and distributed only by Bio Fire Defense. Hence, the proposed vendor, Bio Fire Defense LLC, is the only vendor that can provide the preventative maintenance service agreement on this unit and its probes. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Shasheshe Goolsby, Contract Specialist, shasheshe.goolsby@nih.gov by June 10, 2023, at 08:00 A.M EST.
