SOURCES SOUGHT:�� THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN SOLICITATION W911KB23R0035 for EAR068.� THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of larger construction contract to be executed on Shemya Island, Alaska.� A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government.� Reference FAR 6.302-1(c), �Application for Brand-Name Descriptions�. ITEM: Emerson FMS-RIO-1A2 and FMS RIO-1B2 control panels for Facility Management System (FMS) THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. W911KB23R0035 will be available as this sole source item will be incorporated into the specifications for Repair Water Systems- Building 4010, Eareckson Air Station, Shemya Island, ALASKA (EAR068). The Cobra Dane Facility Management System (FMS) monitors and controls the dedicated 480V power control system, the Heating Ventilation and Air Conditioning (HVAC) systems, and the Air-Cooled Heat Exchangers (ACHES) in addition to other general facility monitoring (door interlock, compressed air, fluid monitoring, etc.).� The FMS system is comprised of FMS servers, programable logic controllers, and a series of Human Machine Interfaces that continuously log facility data and interfaces with operations and maintenance staff through the (HMI) terminals.� The Cobra Dane facility uses a proprietary Facility Management System as described above.� To adequately support the EAR068 project renovations and phasing requirements through project execution, additional field IO past the available spare capacity is required.� The project team determined the preferred solution to be fabrication and installation of two (2) similar� Emerson RSTI-EP remote IO panels to accommodate the additional field instrumentation monitoring inputs and control outputs for renovated systems and equipment.� Two (2) new remote IO panels designated FMS-RIO-1A2 and FMS RIO-1B2 will be fabricated by a UL listed panel shop and installed within the existing Profinet remote IO network to maintain consistency with the existing Facility Management control system.� Updated EAR068 control sequences will be programmed into the Emerson PLCs and the operator HMIs will be updated as required to reflect system renovations. Responses must include the following information: (1)��������� Identification of the manufacturer�s name, address, and country of product manufacture. (2)��������� Fully detailed specification sheets. (3)��������� Narrative addressing how your product provides full interoperability with the existing Facility Management System (FMS)
