Request for Information / Sources Sought Property Specific Physical Hazards / Climate Risk Data Introduction The Office of the Comptroller of the Currency (OCC) is requesting information on data that provides property-specific forecasts of physical hazards associated with climate change and the subsequent impacts of these hazards under different scenarios of climate change. �Physical hazards may include, but not be limited to, risks related to flooding (fluvial, pluvial, tidal), wildfires, droughts, severe wind, extreme heat, sea level rise. �This data should be provided with maximal coverage over all properties in the United States (US) public record and regularly updated. �The data should take into account not only risk to residential real estate, commercial and multifamily real estate/facilities, but also potential risks to community infrastructure. �Forecasts should be constructed using consistent and holistic data and methodology, covering the entire country, utilizing the latest in catastrophe and loss modelling techniques, and forecasting out to at least 2050. �This methodology should be transparent and well-documented. This is a request for information (RFI) only - it does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quotes (RFQ).� This RFI is issued solely for information and planning purposes and does not commit the OCC to issue a solicitation (RFQ/RFP) or award a contract for any supply or service whatsoever. The OCC will not pay for any information or administrative costs incurred in response to this RFI. �All costs associated with responding to this RFI will be solely at the respondents� expense.� Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgement of receipt, if the submitter requests a request for acknowledgement. Background The OCC is researching the potential impact of climate change on the safety and soundness of the banking system in the US. �A key component of this research is evaluating the impact of physical risks and how they may affect losses at the loan-level under various potential scenarios. Requirement Description The Government seeks a data product that provides assessments and forecasts of risks due to extreme weather and/or the effects of climate change and associated losses on properties and other economic units. �The Government prefers data that employ the most advanced catastrophe modelling and loss methodologies.� The Government seeks to gauge the influence of certain physical hazards on the following: Residential real estate Commercial real estate/facilities Agricultural operations and yields Creditors and loan borrowers Moreover, the Government seeks data that: Provide predicted property-level risk forecasts to at least 2050 for various typically-cited climate scenarios. would regularly expand and refine its database to improve the accuracy of its predictions and the completeness of coverage, both in terms of kinds of risks as well as geographic coverage. incorporates or seeks to incorporate the latest predictive methodologies, such as machine learning or advances in climatological, hydrological, and other catastrophemodeling, providing updates and upgrades as more accurate and effective methods of data analysis become available. �This methodology should be transparented, well-documented, and preferably peer-reviewed. The Government intends to utilize the data to conduct analyses primarily at the loan-level. �Therefore, the tool should have the necessary functionality to evaluate and quantify risk as it applies to banks and borrowers. �In addition, physical hazards are geographically specific. �Therefore, they must be associated with a specific latitude/longitude, address, preferably standardized, and ability to merge using ArcGIS. For all these categories, data is required on physical hazards such as (but not limited to): Wind risk Flood risk (fluvial, pluvial, and tidal) Drought risk Heat risk Wildfire risk The data must include point-in-time risks, as well as forecasts for these risks out to 2050 under various scenarios of climate change or sea level rise for each property. �The data should also preferably include estimates of confidence of these predictions. �In addition, the data should also preferably include estimates of economic loss under these scenarios for each observation. The methodology behind any estimates must be transparent; the data must include detailed documentation and be preferably peer-reviewed.� The contractor must be available to answer questions about methodology and other data details. Submission Requirements Interested parties are requested to respond to this RFI with an electronic document that fulfills the requirements below. 1.� Company Background � Provide summary information including company name, Data Universal Number System (DUNS) number, Commercial and Government Entity (CAGE) code, and designated point of contact's name, title, email address and phone number. 2.� Is your company registered in the System for Award Management website (www.sam.gov) to do business with the Federal government?� If so, what is your SAM Unique Entity ID (UEID) number?� Is your company registered in SAM as a Small Business or any of the socio-economic categories (Woman Owned, 8(a), HUBZone, Veteran Owned, etc.)? 3.� Does your company have a GSA federal supply schedule contract or any other Governmentwide Acquisition Contract (GWAC) that provides the required product/services?� If so, please provide that information to include agency and contract number. 4.� North American Industry Classification System (NAICS) Code, Size Standard, Product Service Code (PSC), and Company's Business Type Classification under NAICS Code � Provide a recommended NAICS Code for this requirement to include Size Standard and your Company's Business Type Classification under the recommended NAICS Code (e.g. large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, etc.). �Provide a recommended PSC. 5.� Solution and Service Overview � Describe services available through your organization and provide a statement of capability demonstrating your ability to meet the requirements outlined in the requirement description.� Describe any other tasks/services you think are essential to the project as described. 6.� Previous Implementations � Describe previous successful engagements similar to the ones outlined above. �Provide customer contact information where that solution was implemented including: contact name, organization, telephone number, and email address for each example that you provide.� Specify how your past similar engagements were structured (e.g. Time and Materials, Fixed Cost, Performance Based, etc.). 7.� What would the estimated price (rough order of magnitude) be for the requirement listed above?� Please provide a price breakdown to include a base year and four optional years to provide the services as outlined above.� Provide price lists or catalogs.� If applicable, provided information on volume discounts, prompt payment discounts, contract financing, and payment methodology.� Provide recommendations on potential contract line item number (CLIN) structure and if the requirement is suitable for firm fixed-price contract. 8.� Schedule Estimate/Delivery � Delineate factors which would affect the time it would take to complete the project.� Include specifics, where possible, about interim milestones / timeframes to achieve those dates, and any other information / recommendations relevant to scheduling. �Consider delivery date after award, timeframe required to install and set-up the product, verify compliance and conduct training.� Does the delivery date vary on the item being purchase / service being performed? 9.� Other Information (e.g. commercial practices, market information, capabilities for planning purposes, subcontracting, etc.) � Provide information on: Commercial practices (e.g. warranty, support, spare parts, limitation of liability, licensing restrictions, licensing restrictions upon termination, retention of data from databases, etc.).� A copy of a license agreement if applicable; Vendor's possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts regarding the product or service in question; Commercial practices regarding industry evaluation of / or measuring performance; Are there qualifications / certifications requirements for individuals or to the vendor as whole who is performing the services?� If so, what are they and do they apply to this acquisition? Environmental Health & Safety requirements; Green products or services, biobased product and/or energy efficient requirements; Subcontracting possibilities, specifically for small businesses; and Place of manufacture. Proprietary information, if any, shall be minimized and must be clearly marked. �Responders shall avoid the use of excessive marketing language, submission of fancy brochures, and other unnecessary sales literature. INSTRUCTIONS AND RESPONSE GUIDELINES The response must be specific to each of the RFI requirements, from 2.0, listed above to demonstrate that the respondent has the requisite skills and experience.� Experience is requested of qualified, prime respondents only; partner or team member capabilities should not be included.� Responses to this RFI shall not exceed 25 pages and must clearly describe the contractor�s capabilities in relation to conducting web-based� surveys and analysis reporting to support the OCC.� Responses must be submitted electronically, viewable in the most current version of Microsoft Word or Adobe Acrobat PDF, printable on 8.5� x 11"" paper, in an 11-to-13-point font, with margins at least � inch, and with each page containing a page number in the footer or header. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal/Request for Quote or award a contract.� The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted, for the contractor-sponsored demonstration or the Government's use of such information.� Contractor�s responding to this RFI should submit the information necessary for the Government to make a determination that the source is capable of satisfying the Governments anticipated need. Acknowledgment of receipt of responses will be made once a response is received.� However, respondents will NOT be notified of the Government's evaluation of the information received.� Should a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.� Responses should be identified with 2031JW23N00005 and are due no later than 3:00 PM Eastern Time, June 14, 2023. All interested parties must submit their responses via email to John R. Baumert at John.Baumert@occ.treas.gov.� Questions regarding this RFI will NOT be entertained.� Telephone calls or emails regarding this RFI will not be accepted.� This RFI is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract.� No solicitation document exists at this time.
