- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. �This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice.� The associated North American Industry Classification System (NAICS) code is 334515 with a size standard of 750 employees. The Government requires the purchase of cryogenic filters for proper transport measurements of josephson junction and other thin film quantum devices and materials.� The Government intends to negotiate a sole source award for the requirement with: QDevil, Inc. 299 California Avenue, Suite 200 Palo Alto, CA 94306 � The required filters are state-of-the-art multiple-stage, low-pass filters that will be installed in cryostats for transport measurement of superconducting josephson junctions, thin film superconducting circuits, and other quantum devices to develop heterogeneous quantum networking hardware. They also may be used in voltage/current bias circuits for operation of superconducting qubits and other types of quantum electronics, electromechanics, and optomechanics. The current laboratory environment is characterized by QDevil branded measurement hardware.� Additionally, the cryostats are configured in a manner that is compatible with the QDevil filters. If alternative companies� filters were bought, the Government would have to invest weeks of labor for each filter (quantity 4) to modify the cryostats in order to use the alternatives; in making those modifications, the Government also would run the risk of damaging the cryostats and potentially incurring additional delays and costs. Given this information, the Government would experience substantial duplication of cost that could not be recovered and incur unacceptable delays trying to fulfill this requirement through a different source. This is a notice of proposed contract action and NOT a request for competitive proposals.� However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2023. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
