NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price order to a single source Synopsys, on or about 15 July 2023 The period of performance (PoP) shall be 12 months from recipet of award with (2) - 1 year Option Peroids.� PSC: 7A20 NAICS: 541519 Size Standard: $34M Software name: Synopsys Supplier name: Synopsys Product description: AFRL's Integrated Photonic Circuit Group requires the purchase of software able to support the design, simulation, and layout of photonic integrated circuits using a process design kit developed by Tower Semiconductor under DARPA's LUMOS program. Quantity PoP DESCRIPTION 1 (with 2 options) 12 months Software to layout integrated photonic circuits including schematic- and layout-based designs.� Software should be capable of supporting bi-directional communications to leverage and incorporate the benefits of integrated circuit validation and system simulations.� Note: Synopsys software that supports these needs is called �OptoCompiler Base� 1 (with 2 options) 12 months Software to simulate the performance of integrated photonic circuits. Software should enable back annotation of layout effects into the circuit simulation. Note: Synopsys software that supports these needs is called �OptSim Elite� 1 (with 2 options) 12 months Software to support design rule checking (DRC) to ensure designs conform to the foundry�s design rules and can be fabricated.� This software must also be able to check for circuit connectivity and functionality to ensure that no errors were made by the designer and that the circuit created should reflect the intended design. Note: Synopsys software that supports these needs is called �IC Validator Elite� 1 (with 2 options) 12 months Software to enable co-simulation of electronic and photonic circuits to predict the overall system-level performance. Note: Synopsys software that supports these needs is called �PrimeSim HSPICE� This notice of intent is not a request for competitive quotations.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.� The Government will consider responses received within 6 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603.� If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply.� A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� ��� Contractors should be aware of the following information: Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers.
