NRMAG0002300921IV ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, National Severe Storms Laboratory (NSSL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH Mercury Systems Inc located in Upper Saddle River, NJ FOR ADC boards TO BE DELIVERED TO Norman, OK. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT Mercury Systems Inc IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THESE ADC boards. Similar products do not meet or cannot be modified to meet agency needs. Mercury owns the rights to Pentek, which was the original equipment manufacturer (OEM) of the analog to digital converter (ADC) boards and is the only brand that can provide and source new ADC boards, Item 5973.02, 3U VPX VIRTEX-7 FMC Carrier w/3316 installed, Model 5973 with options 076, 110, 316. A brand name or equal would not work in this case since these ADC boards have specific firmware that is compatible to the VIRTEX-7 FPGA chip. These ADC boards were procured, along with the firmware developed, originally and for only the ATD radar system. The Digital Receiver Controller board that resides within the VPX chassis alongside the six ADC boards contains a Single Board Computer that has specific software. DELIVERY WITHIN 60 DAYS FROM DATE OF AWARD ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
