- Synopsis The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive, firm fixed price purchase order to Electric Power Research Institute, 1300 West W.T. Harris Boulevard, Charlotte, NC 28262-8500 for the project entitled �EPRI MRP and BWRVIP In-vessel Inspection Training Courses.� The acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) which provides that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The designated North American Industry Classification System (NAICS) Code is 611430-Professional and Management Development Training. The anticipated period of performance is July 1, 2023, to July 9, 2028. Background The Electric Power Research Institute (EPRI) Materials Reliability Program (MRP) and Boiling Water Reactor Vessels Internal Program (BWRVIP) conduct two and one-half day In-vessel Inspection (IVI) courses related to the reactor vessel internal inspection requirements for Pressurized Water Reactors (PWR) and Boiling Water Reactors (BWR), respectively. The purpose of these courses is to provide hands-on experience with component configuration, potential component damage mechanisms, inspection requirements and inspection techniques for each of the reactor vessel internal components for which there are inspection requirements. These training courses are conducted at two facilities (one for PWRs and one for BWRs) which supports reactor vessel internal environments in which underwater remote visual examination techniques can be experienced by the attendees. EPRI conducts this training periodically for industry nondestructive examination experts, refueling floor managers, outage managers, component engineers, senior plant managers, and INPO personnel. In the past, NRC has contracted with EPRI to provide each of these courses to NRC personnel, though there have been no offerings to Staff for several years. The information gained in these courses will provide the Staff with an enhanced foundation to conduct inspections and rulemaking as well as review and evaluate licensee submittals and ASME Code actions. These courses are an important knowledge management tool to enhance the Staff�s technical capability and readiness and are particularly needed as new staff are entering the NRC workforce. Objective The objective of this contract/order is for EPRI to conduct both the MRP and BWRVIP In-Vessel Inspection courses for NRC staff. The MRP In-Vessel Inspection (IVI) course will provide participants an overview of the MRP and aging management programs including MRP 227 and 228 requirements and processes for the inspection of PWR Internals. This course will cover the primary, expansion and existing inspection components and operating experience for Westinghouse, Babcox & Wilcox, and Combustion Engineering PWR designs. Participants will have the opportunity to have hands-on experience in remote visual and ultrasonic examinations. The BWRVIP IVI course will provide participants with an overview of the BWRVIP program history, organization, and structure as well as BWRVIP requirements and processes for inspections of BWR internals. This course will cover component configuration, inspection implementation, available inspection methods, and industry operating experience. Participants will have hands-on experience in camera handling and review of inspection videos. Knowledge management opportunities such as these IVI training courses enhance the Staff�s readiness and provide an enhanced foundation for the Staff to: assess OE, conduct NPP inspections, review licensee submittals related to inservice examinations, assess ASME Code actions, conduct rulemakings, etc. Contact This Notice of Intent is NOT a request for proposal NOR a solicitation of offers; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities.
