- 36C26123Q0448 Page 1 of Page 31 of 31 Page 1 of (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 Proposed Furniture: Quoter shall provide a description of each line item of furniture to be used on the contract. The furniture shall be in accordance with the statement of work and listed salient characteristics for this solicitation (Pg. 5). The following information is required: a. Descriptive literature including warranties, special features, and characteristics, etc. b. Vendor shall provide technical specifications, cutsheets, and product data. c. Vendor shall provide information to support salient characteristics. i. Material, finish, color, seat height, diameter & cushion thickness etc ii. Weight capacity. iii. Confirm manufacturer and descriptions match. iv. Confirm quantity quoted matches RFQ. d. Vendor shall be the manufacturer of the system or shall provide an authorized distributor letter. Failure to provide an authorized distributor letter with your quote, will determine your quote incomplete and can be removed from further consideration. The VA will evaluate quotes using a comparative analysis approach. The Government will rate more favorably quotes that meet or exceed the requirements of the system. The Government will rate less favorably quotes that do not give enough of a description of the system for the Government to determine if the system meets the requirements in the statement of work. Factor 2 Delivery: The Government is assessing conceptual understanding of the project and timelines. Factor 3 Price: The Government is evaluating price for fair and reasonableness. Vendors are encouraged to provide discounts to their quote. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
