Description
This is a Request for Information only.� This is not a solicitation or a request for proposal and no contract will be awarded from this notice.� No solicitation or final specifications are available at this time. Request for Information Objective The General Services Administration (GSA), Region 1 Public Building Services, Acquisition Management Division in support of Central Office, Office of Portfolio Management and Customer Engagement is issuing this RFI to obtain responses from all (not only Small Businesses) interested and qualified firms that can successfully provide the services described herein.�� The government is also performing market research to understand the availability of any small business concerns; (veteran-owned small business (VOSB); service-disabled veteran-owned small business (SDVOSB); historically underutilized business zone (HUBZone), economically disadvantaged women-owned small business (EDWOSB), women-owned small business (WOSB), Small Disadvantaged Business (SDB), or 8(a) Business Development Program Small Business concerns) that have the current relevant qualifications, experience, personnel, and capability to provide the market data and analysis services described herein.�� The Government intends to utilize the information from this RFI to identify companies that can meet the Government�s requirements below, provide input on acquisition strategy, including proposed contract type, and acquisition planning schedule; the feasibility of the requirement, the contemplated NAICS code; the contemplated Federal Supply Schedule category (if applicable); and any other industry concerns or questions. The Government invites Respondents to submit ideas that could assist it in attaining its objectives. The Government will not reimburse Respondents for any expenses associated with responding to this RFI, though the Government sincerely appreciates Respondents' efforts and input. Project Objective and Background: This contract will provide valuable commercial real estate data and information resources to enable individual and portfolio-wide management and evaluation of GSA�s owned and leased properties by the various PBS divisions and regions listed below: Office of Portfolio Management and Customer Engagement: The market data, leasing data and comparable sale data (hereafter referred to as market data) allows PBS to better determine the appropriate strategy for an asset based on its competitive position in the market. The Real Property Valuation Division uses the information to cross-check appraisals to confirm the subject/comparable property/buildings and that projected rental rates and/or sales prices are comparable to recent market transactions. It will also aid in monitoring how well PBS is operating its owned buildings. Office of Property Disposal: The market data helps PBS validate independent appraiser valuations to ensure that GSA receives a fair price for properties that are selected for disposal. Capital Investment Division: Provides knowledge of the local real estate markets to aid in ensuring that any new construction, major R&A or modernization projects will be cost effective. Leasing and Analysis Divisions: Provides information on the rents and expenses in comparable buildings in local markets to ensure that the rents GSA charges to customer agencies, whether in leased or owned buildings, are consistent with the market. Requirement Specifications: GSA-PBS's Office of Portfolio Management and Customer Engagement and National Office of Leasing along with their regional counterparts are in need of internet-based computer accessible real property informational services covering the entire United States and its territories. The Contractor shall provide a continuously updated database of real estate market data and transactional information to include: � comprehensive market/submarket/building inventories, trends, and analytics, market and building size, and a variety of other data fields. � mapping and aerial photographs of buildings and comparable data, including public records. � building specific data including floor plate information, building photographs, and tenant floor-by-floor information. � Historic trend analytics including rent, vacancy and absorption. GSA-PBS requires a broad geographic and demographic informational base. � submarket statistics and boundary maps; a variety of interactive custom and demographic reports as well as quarterly major market overview reports of building vacancy and absorption by market and submarket; confirmed comparable sales transaction, comparable rental rates and lease expirations sortable by property type, property class, geographic location, dates of sale. � on-site system training available during normal business hours, telephone and computer-based technical support with 24 hour 7 days a week access. � the ability for the Contractor to provide research on specific real property to include current and historical building specific rent rates, vacancy and major improvements. � the information should aggregate to the national level for the national offices and regionally/market specific for the GSA-PBS regions. � all information must be directly accessible by GSA-PBS's employees or its Contractors. � raw data files that can be provided on a recurring (at least quarterly) basis at the sub-market level for office or industrial space with all rental, tenant improvement, and market concessions information. � geographical �shape files� for mapping the individual office submarkets that are covered. Currently all GSA-PBS users have National Coverage � most GSA Central Office and Regional users will require access to the information described above for the full geographic markets available in the United States and its territories.� The Contractor shall provide a license (or another means of access) and web access to each GSA user for its exclusive products and individual property data in the contracted major metropolitan markets and submarkets in the US, provide market and submarket reports, comparable sales, lease offerings and transactions, and the ability to perform ad-hoc research on individual properties, sub-markets, markets, regions and nationally (ad-hoc research may require an additional fee). Licenses: The individual licenses for the Authorized Users may be transferred to other designated employees or Contractors of GSA during the contract term, as needed. Condition: Contractor shall provide extensive training in the use of its service at no additional expense to GSA (including on/off-site trainings/workshops) to both Central Office and Regional office staff for the life of the contract. Anticipated Contract Type and Length The Government�s intent is to award a blanket purchase agreement (BPA) with a period of performance of a base year plus four optional years starting approximately in September of 2023. The contract type will be a firm fixed price for each license.�� The contemplated NAICS code is 519190. Submission of Responses Interested qualified firms should submit electronically a cover sheet that provides the company description, the attached completed questionnaire, and any marketing material or commercial brochures that may help in describing your company's ability to meet the Government�s need. All interested and capable businesses are encouraged to respond.� The Government will not pay for any information solicited. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer and Program Office in performing market research for acquisition planning purposes.� Responses to this RFI shall be emailed to the following individuals: Clarence Pittman, Contract Specialist at clarence.pittman@gsa.gov and Huy Le, Contracting Officer at huy.le@gsa.gov. Responses must be received no later than 3:00 PM, June 9th, 2023.� Response Format Cover Sheet, including: Company Name and Address; and Company Representative Name and Contact Information, including telephone and e-mail Response to RFI items in numerical order Marketing material or commercial brochures. Request For Information Questionnaire� Interested contractors should provide a capabilities package; this should include sufficient documentation to demonstrate the company�s ability to meet, at a minimum, the service requirements as stated within this RFI. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Evidence to establish your company's standing status as a Small Business, Small Disadvantaged Business, SDVOSB, WOSB, HUBZone, 8(a) small business concern under applicable NAICS Code. Please identify any existing government contract vehicles (e.g. Federal Supply Schedule (FSS)) that the Contractor holds and all Federal Supply Schedule SINs, if applicable, that will meet the government�s requirements, and provide a brief explanation on how the contract vehicle could be utilized. Provide examples of contracts awarded within the last five (5) years of a similar size, scope, complexity, and duration as the work indicated.� State whether your firm worked as a prime or subcontractor, contract value, etc.� GSA anticipates a firm fixed price contract with pricing for individual licenses/access. Is there an alternate pricing and fee structure based on performance of work and product that would be more suitable for this acquisition?� The following two points that were taken from the requirement paragraph above are new to this requirement, please speak to your companies ability to meet this requirement: raw data files that can be provided on a recurring (at least quarterly) basis at the sub-market level for office or industrial space with all rental, tenant improvement, and market concessions information. geographical �shape files� for mapping the individual office submarkets that are covered. Briefly explain how your solution meets the government requirements. Are there any other considerations the Government should review based on other acquisitions your company has been a part of with other Government agencies.
