Sources Sought W9123823R0053 ASAP 4431, USACE CESPK FUDS Program Support THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The United States Army Corps of Engineers (USACE) is performing market research in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. � The United States Army Corps of Engineers (USACE) is performing market research to identify contractors that possess the capabilities to provide support to Sacramento District for the Formerly Used Defense Site (FUDS) program. The applicable North American Industry Classification System (NAICS) code is 541620 - Environmental Consulting Services, with a size standard of $19 million. This requirement is currently performed as a single award for a base year with 4 option years. The purpose of this contract is to provide project management and support and to conduct community relations and outreach pursuant to U.S. Army Corps of Engineers (USACE) regulations and in accordance with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and records compilation and retention under the Defense Environmental Restoration Program (DERP)-Formerly Used Defense Sites (FUDS) Program. The service area of this contract is the SPD boundary and the state of New Mexico. Government Furnished Property (GFP) will be available for the performance of these tasks. A draft copy of the PWS is included as an attachment to this synopsis. To be considered a potential source, a firm must demonstrate it is able to provide the necessary personnel and services to support the effort delineated by the draft Performance Work Statement (PWS). The successful contractor shall provide all necessary labor skilled personnel, materials, and services in support of the efforts. Based on the nature of the performance work statement requirements, it is anticipated that offerors with the expertise to perform these requirements could also have relationships (e.g., a parent/subsidiary/sister company affiliation, or an existing contractual relationship) which present the potential for significant organizational conflicts of interest (COI). It is USACE�s contention that a potential organizational COI may exist if award were to be made to firms currently performing clean-up work under the FUDS program. As such, capability statements shall also include any contracts or relationships that could present potential COIs and thoroughly support that they are not COIs. Interested parties with the capability of providing the services described in the draft PWS are invited to submit a capabilities statement that includes the following information: Offeror�s name, DUNS#, address, point of contact, phone number, and e-mail address. Offeror�s interest in bidding on the solicitation if it is issued. Offeror�s socioeconomic type and business size. Offeror�s Joint Venture or Mentor Prot�g� relationships if applicable � existing and potential. Identify all current contracts this work could be executed under. Summary of offeror�s capability to perform contracts of this scope, magnitude and complexity noting any aspects the offeror intends to subcontract. A description of personnel available to accomplish the work with their relevant experience and qualifications (representative resumes are acceptable). Provide comments on specific tasks within the draft PWS that are unclear or that could inadvertently have great impact to cost. Provide comparable work performed within the past 5 years. For each project/contract, provide the following: A brief description of the project A description of your self-performed effort. If work performed as a subcontractor make note. Customer name and POC Period of performance Overall customer satisfaction Total dollar value of the project Whether the effort was a Joint Venture, and if it was, each Joint Venture member. The USACE reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to comply with FAR 52.219-14. Additionally, if two or more sub-qualifiers within the SB category are received, the USACE reserves the right to set this action aside for that sub-category (e.g., HUB Zone). Capabilities Statements in response to this Sources Sought Synopsis shall be submitted to the Contract Specialist, Mr. Roberto Becerra-Landa, at roberto.c.becerra-landa@usace.army.mil.
