5/25/2023: Updated- GFI is being distributed in the coming days, the deadline for 1-on-1 questions has been extended as well as the POC information for submitting 1-on-1 questions, as well as to note the dates and length of 1-on-1 sessions. INDUSTRY DAY NAVSEA is hosting an Industry Day to discuss the U.S. Navy�s requirements for Future X-Band Radar (FXR) development. The objective of this Industry Day is to share information with interested U.S Department of Defense (DoD) Contractors on the Navy�s plans for Engineering & Manufacturing Development (EMD) and Low-Rate Initial Production (LRIP). Industry Day will be held on 8 May 2023 at 1200 EST: Systems Planning and Analysis (SPA) 2001 N. Beauregard St. Alexandria, VA 22311 Contractors interested in attending this event should contact Holly Danner (holly.r.danner.civ@us.navy.mil), Thomas Williams (thomas.d.williams220.civ@us.navy.mil), and Dario Llacuna (Dario.a.llacuna.civ@us.navy.mil) via email no later than 1200 EDT on 21 April 2023. Please include the following information: Subject line: ""N00024-23-R-5502 FXR EMD/LRIP Industry Day,"" company name, attendees' names, email addresses, phone numbers, and company address in the email response as well as interest to serve as a prime contractor or subcontractor. Interested parties should also include the forms required per the GFI request instructions below. NAVSEA will approve attendance by 1 May 2023. DISS visit requests are required.� DISS information will be provided by NAVSEA upon confirmation/approval of registration for Industry Day. This briefing will be SECRET. Each Contractor is limited to three (3) participants to attend the briefing. An attendee list consisting of name, company, email address and phone number will be provided to all attendees after Industry Day is completed. No audio/visual recording devices of any kind are permitted. No classified note taking will be permitted.� Agenda: 1200 - 1245 Check-in 1245 - 1300 Ground Rules/Agenda 1300 - 1345 Technical and Programmatic Overview 1345 - 1415 IWS Initiatives 1415 - 1430 Break 1430 - 1615 Performance Requirements 1615 - 1630 Break 1630 - 1700 Q&A and Wrap-up Note: Times listed above are notional and may be changed, if necessary. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government. The Government anticipates high interest for this event. Onsite registrations will NOT be accepted. Media is not authorized to attend this event. Space is limited and attendance will be limited to no more than three (3) from the same organization. Your registration must be approved to attend. Final notification for approval to attend this event will be made no later than the close of business on 25 April 2023. REQUESTING GOVERNMENT FURNISHED INFORMATION (GFI)� GFI will be distributed to qualified organizations after Industry Day and in advance of one-on-one sessions.� Distribution of FXR GFI is limited to US DoD and US DoD contractors only.� Release beyond these limits must be referred to PEO IWS 2.0.� To obtain the GFI documentation, interested companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.� In addition, interested companies must complete BOTH Terms of Use Agreements (Attachments 1A and 1B of this �announcement) and the Classified Material Request form (Attachment 2 of this announcement).� Companies should assert in their requests that they have a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability.� The DD Form 2345, completed Terms of Use Agreement, and classified material request form shall be submitted via email to the Contracting Officer, Holly Danner (holly.r.danner.civ@us.navy.mil), Contract Specialist, Thomas Williams (thomas.d.williams220.civ@us.navy.mil), and the Technical Director, Dario Llacuna (Dario.a.llacuna.civ@us.navy.mil). Upon receipt, verification of facility clearance, and approval of the GFI request, the GFI will be provided.� IMPORTANT: For purposes of this announcement, each company must be able to receive classified documents up to the SECRET level.� However, there will be classified attachments at the TOP SECRET/SCI/U.S. only level included as part of any future solicitation.� Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the TOP SECRET/SCI level and must be a United States (U.S.) company or an independent U.S. subsidiary.�� Please make the request as soon as practicable as it may take several days for the Government to review and approve access to the documents.�� ONE-ON-ONE SESSIONS NAVSEA is hosting one-on-one sessions in 20-23 June 2023 to allow for interested Contractors to provide feedback regarding the FXR GFI. The one-on-one sessions are �scheduled on a first come first serve basis. The length of the one-on-one sessions is anticipated to be approximately 45 minutes each. The one-on-one sessions will be capable of discussions up to SECRET and each interested Contractor is limited to eight (8) attendees. Interested Contractors should contact Holly Danner (holly.r.danner.civ@us.navy.mil), Thomas Williams (thomas.d.williams220.civ@us.navy.mil), and Dario Llacuna (Dario.a.llacuna.civ@us.navy.mil) via email no later than 1200 EDT on 6 June 2023 and include the following information: Subject line: �N00024-23-R-5502 FXR EMD/LRIP One-On-One Discussions� *Company name, attendees� names, email addresses, phone numbers, and company address in the email response. The one-on-one sessions will be held at the following location: Systems Planning and Analysis (SPA) 20 M St SE, Suite 800 Washington, DC 22003 DISS visit requests are required. DISS information will be provided by the Contract Specialist upon confirmation/approval of registration for the one-on-one session. The Government anticipates high interest for this event. Onsite registrations will NOT be accepted. Media is not authorized to attend this event. Your registration must be approved to attend. Final notification for approval to attend this event will be made no later than two weeks prior to the scheduled one-on-one session. QUESTIONS All industry day unclassified questions must be submitted in writing by 25 April 2023 via email. All unclassified questions that are submitted via email must be submitted using Attachment 3, Question Submittal Form, with the subject line: ""N00024-23-R-5502 FXR EMD/LRIP Industry Day Question"" to Holly Danner (holly.r.danner.civ@us.navy.mil), Thomas Williams (thomas.d.williams220.civ@us.navy.mil), and Dario Llacuna (Dario.a.llacuna.civ@us.navy.mil). All one-on-one unclassified questions must be submitted in writing by 16 June 2023 via email. All unclassified questions that are submitted via email must be submitted using Attachment 3, Question Submittal Form, with the subject line: ""N00024-23-R-5502 FXR EMD/LRIP One-On-One Discussions Question"" to Holly Danner (holly.r.danner.civ@us.navy.mil), Brittany Burton (brittany.m.burton4.civ@us.navy.mil), and Dario Llacuna (Dario.a.llacuna.civ@us.navy.mil). The Navy intends to post a sanitized version - removing any indication of the company that submitted the question, as well as any company proprietary information - of all questions and answers resulting from the Industry Day and One-On-One Sessions. OTHER INFORMATION The Government plans to use selected support contractor personnel from Johns Hopkins University Applied Physics Laboratory, David P. Maunder (DPM) Consulting, Serco Inc., Innovative Concepts Engineering (ICE), Technology Management Solutions (TMS), Technology Service Corporation (TSC), and Systems Planning and Analysis (SPA) to assist in providing Subject Matter technical expertise during the one-on-one sessions. These support contractors will be bound by appropriate non-disclosure agreements (NDA) to protect proprietary and source-selection information. Interested Contractors may wish to enter into non-disclosure agreements with these organizations.
