- NSN 7H-2950-015276898, TDP VER 003, QTY 20 EA, DELIVERY FOB ORIGIN. This is a pre-solicitation synopsis for the REPAIR of the NSN/part number on this synopsis. The item has been determined a commercial product and commercial terms and conditions will apply. The Government does not own the data or the rights to the data needed to REPAIR this part from additional sources. It has been determined to be uneconomical to obtain the data or rights to the data. It is uneconomical to reverse engineer the part. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302-1. All Responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice is NOT a request for competitive statements. However. all proposals received within 05 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any interested and responsible vendor can submit proposals or capability statements as previously indicated. However, any offeror must be an approved REPAIR SOURCE with a DOD-cognizant tehnical authority. The current requirement will NOT be delayed pending additional NEW REPAIR source approvals or certifications when NEW REPAIR source(s) are already available and willing to bid with a fair & reasonable offer. NEW REPAIR source additions are normally for future repair procurements of the same item to prevent impact on current military requirements. Also, as previously stated, the government does not own or the rights to the data or drawings for repair of the items. The government will NOT pay for any information offered. Compliance with DFARS 252.225-7020 TRADE AGREEMENTS CERTIFICATE-BASIC provision and DFARS 252.225-7021 Trade Agreements Basic clause will be requiredfor this NEW BUY requirement. The solicitation will include small business subcontracting provisions and clauses. Due to FAR/DFARS requirements and procurement system limitations the synopsis will be followed by the solicitation using the same identifying number N0010423QXC43 and will be linked in NECO (Navy Commerce) and the SAM.GOV public websites, IF at all possible. Award will be made only if the offeror, the product/service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation.
