- This is a service requirement to provide government owned, coin-free, washers and dryers maintenance and repair to at Fort Bliss, Texas and all outlying training areas defined within the Performance Work Statement (PWS). This requirement is in support of the Directorate of �Public Works (DPW) at Fort Bliss TX. Solicitation Number: W911SG-23-Q-0021 Agency: Department of the Army Office: Mission and Installation Contracting Command (MICC) Fort Bliss� Location: Fort Bliss, Texas This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format is Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number: W911SG-23-Q-0021 This notice shall be considered a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular FAC 2023-01. This requirement is 100% small business set aside and only qualified offerors may submit a quote. The North American Industry Classification System (NAICS) code for this acquisition is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electric) Repair and Maintenance, with a corresponding Small Business Size Standard of $12.5 million. System for Award Management (SAM) applies to this procurement. You must be registered in SAM in order to be eligible to receive an award from this solicitation. Information on SAM registration and annual confirmation requirements may be obtained via the Internet at http://www.sam.gov. Prospective contractors must be registered in SAM database prior to award. Lack of registration in SAM database will make an offeror ineligible for award. Contract Type: The Government contemplates award of the following contract type: Firm-fixed price (FFP). All quotes shall be received on or before 03:00 P.M. MST on 20 June 2023 via e-mail to Ms. Tiesha Brown at tiesha.c.brown5.civ@army.mil and Ms. Rashonda Jones at Rashonda.n.jones.civ@army.mil. Only quotes submitted via e-mail to the listed point of contact will be accepted and evaluated. The subject of your email shall include your company�s legal name, state the nature of your e-mail and include the Solicitation Number W911SG-23-Q-0021. File names shall not have special characters or periods (other than to identify the extension, such as, .pdf, .doc, etc.) as fills may be blocked and deleted by e-mail firewalls.� IT IS THE CONTRACTORS�S RESPONSIBILITY TO ENSURE COMPLETED DELIVERY OF QUESTIONS AND/OR , QUOTES AND ATTACHMENTS, IF ANY. Site Visit. The Government will hold a site visit at Fort Bliss, TX on 01 June 2023 beginning at 1000 Mountain Standard Time at Building 1103 Cassidy Rd., Ft Bliss, TX 79916. This is a one-day event � Day 1 showcases typical buildings requiring services on the main installation. All interested firms may attend with a limit of two (2) attendees per firm. Please submit the names of attendees via email, to the Contract Specialist by 30 May 2023 at 1400 Mountain Time. Include in the subject line: �W911SG-23-Q-0021; Site Visit.� If no responses are received, the site visit may be cancelled. No other pre-proposal site visit will be scheduled. ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES �Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The following provisions are incorporated into 52.212-1 as an addendum to this solicitation: FAR 52.212-1 (c) �Period of Acceptance for Offers� is amended as follows: �The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers unless another time is specified in an addendum to the solicit. A. GENERAL� � The following instructions are provided to ensure the submission of information necessary to properly assess Offeror's proposal. Submit complete proposals as detailed in this section. Include only information relevant to this solicitation. If the solicitation is amended, the Offeror is responsible to acknowledge receipt of the amendment prior to the hour and date specified in the amendment. Failure to acknowledge receipt of the amendment may result in delay of your proposal being assesses any further. Instructions on how to acknowledge receipt of the amendment are contained in the amendment. Failure to properly provide all information required by this solicitation may result in an invalid proposal. Read entire solicitation and follow instructions accordingly, lack of required information and/or documents will result in a determination that the proposal is not complete. �Only Small Businesses at the time of submission of offer will be considered for award.� � B. SPECIFIC INSTRUCTIONS � a. PRICE PROPOSAL - In accordance with the SF 1449, insert proposed pricing for the Fixed Price CLIN(s) XXXX. �In addition, perform the following:� 1. Complete blocks 17a, 30a, 30b and 30c of the SF1449. �In doing so, the Offeror accedes to the contract terms and conditions as written in the solicitation with attachments. �The solicitation constitutes the model contract. 2. The Offeror shall submit proposed pricing for all CLIN(s) identified in the Schedule of Services. �The extended amount must equal the dollar unit price multiplied by the number of units. � 3. The Offeror shall complete the Schedule of Services with an all-inclusive unit price per hour (including all labor, incidental costs, and insurance premium payments for applicable insurance coverage) for the period of performance listed on the solicitation SF 1449. �Cost not incorporated into the Contractor's price will not be reimbursed by the Government. 3. No other submission formats will be accepted. � D. FORMAL COMMUNICATIONS� Formal communications such as requests for clarification and information concerning this solicitation shall be submitted in writing. �All communications shall be conducted via email. �Telephone, fax, and oral questions will not be accepted. �All questions regarding this solicitation must be submitted via email to tiesha.c.brown5.civ@army.mil and to rashonda.n.jones.civ@army.mil by 5 June 2023 at 02:00 P.M.
