Description
The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a brand name only sole source, firm-fixed price contract for the service listed below to a large business, Motorola Solutions, Inc. 809 Pinnacle Drive, Suite G, Linthicum Heights, MD 21090. The contract is expected to be awarded under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a) Sole Source (including brand name) acquisitions. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is June 26, 2023.The contractor will provide the service listed below to the James H. Quillen VA Medical Center (JHQVAMC), located in Mountain Home, Tennessee. The need to acquire continued maintenance service from this sole provider Motorola is critical to maintaining reliable communication and dispatch services for emergency and non-emergency use by JHQVAMC. Market research found no other vendor other than the original equipment manufacturer (OEM) Motorola could meet this requirement. The following services will be procured: Services: Four-year coverage for corrective and preventative maintenance services of existing hardware and software components, and configuring hardware and software to site specific parameters for 6 USC 194 Project 25 compliant proprietary Motorola ASTRO 25 L1 Core Police Radio System components at the following facility building locations: Facility Street City State, Zip JHQVAMC Lamont Street and Veterans Way Mountain Home TN, 37684 WCTVAOC 8033 Ray Mears Blvd Knoxville TN, 37919 WCTVAOC Annex I 1557 Downtown West Blvd Knoxville TN, 37919 WCTVAOC Annex II 1519 Downtown West Blvd Knoxville TN, 37919 WCTVAOC Annex III 1612 Downtown West Blvd Knoxville TN, 37919 Maintain Motorola ASTRO 25 L1 Core Police Radio System and NICE Logging Recorder and Playback Station. Included in maintenance: GCP 8000 site controller, switch/gateway, on (1) NM Client, two (2) MCC 7500 Dispatch Consoles, one (1) 4- channel GTR 8000 repeater site, two (2) conventional GTR 8000 repeaters, four (4) APX 7500 consolettes, and MCC 7500 IP NICE Logging Recorder/Playback Station. See Attached Statement of Work for details. NAICS code: 811210, Electronic and Precision Equipment Repair and Maintenance (SBA Size Standard: $34 million) PSC: J059, Maintenance, Repair, and Rebuilding of Equipment- Electrical and Electronic Equipment Components THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 125.6, thus demonstrating compliance with the SBA Limitations on Subcontracting Rule. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C24923Q0359 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Sascha Hertslet, contracting officer, by email at sascha.hertslet@va.gov NO LATER THAN the given closing date and time on this notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
