This amendment is for the issuance of the DRAFT Request for Proposal (RFP), announcement for a Pre-Solicitation Conference, and to provide an updated program execution schedule (see Attachment titled E-XX Acquisition Schedule) for the PMA-271 Take Charge And Move Out (TACAMO) Recapitalization program (E-XX) Engineering and Manufacturing Development (EMD) effort.��� This DRAFT RFP/Pre-solicitation is being issued to engage industry in order to better inform acquisition decisions.� THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED IS FOR INFORMATIONAL PURPOSES ONLY. Industry feedback or questions requesting clarification of pre-solicitation requirements are not invited at this time. The E-XX DRAFT RFP is unclassified with attachments that are Controlled Unclassified Information (CUI) Distribution Statement F, Secret, and classified collateral Top Secret (TS).�� Attachments include Sections A through M and all other Attachments (except for Section J Attachment 3).� The latest version of Section J Attachment 3 was available via the original announcement that posted on 26 April 2023 and remains unchanged (https://sam.gov/opp/059372be15fd40cf8ce1a1b1a1ebd557/view).�� INDUSTRY FEEDBACK:��� Industry feedback or questions requesting clarification of pre-solicitation requirements including those resulting from the pre-solicitation conference are invited to begin at this time and shall be provided to the Points of Contact (POCs) identified in this announcement no later than 21 June 2023 at 1600 eastern time.�� All questions (UNCLASSIFIED) are to be sent to the below POCs. All CLASSIFIED (up to TOP SECRET) questions submissions request shall be coordinated with aforementioned POCs and submitted via approved communication methods. It is preferred that potential Prime Offerors submit their questions, input, or comments using the attached form Industry Feedback Tracker.xls.?�� INSTRUCTIONS TO REQUEST UNCLASSIFIED DOCUMENTS:� To receive unclassified documents, interested E-XX Prime Offerors must meet the requirements to receive, process, store, communicate with NAVAIR and other contractors, and destroy Top Secret//GENSER removable media (e.g. CDs and DVDs) to ensure the interested EMD Prime Offerors are able to receive any portion of the draft solicitation package. Upon Government review of your submission of the registration requirements below for the DRAFT RFP will be provided via PIEE. Companies will not be able to view the information on PIEE until the Government has provided access. Once the Government has provided access, the companies will be able to access the documents at https://piee.eb.mil/ by searching for solicitation N0001922R0049.��� REGISTRATION REQUIREMENTS:??� Registration to obtain an approved pre-solicitation DD Form 254, shall be done via e-mail to the below POCs.?
