Description
The South Texas VA Health Care System (STVAHCS) in San Antonio, Texas is seeking Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or Small Business sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 811210. Any SDVOSB, VOSB, or Small Business firms who wish to identify their interests and capability to provide this service must provide specifications, performance and delivery information by notifying the Contract Specialist no later than 1400PM Central Time, June 2, 2023. Notification shall be e-mailed to Alison Schuman, at alison.schuman@va.gov. Any vendor who responds to this Notice must provide credentials to perform the requirement as outlined in the below scope. DISCLAIMER This Notice of Intent is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this Notice that is marked as proprietary will be handled accordingly. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. Scope The STVAHCS has a need for a continued service agreement for the government owned Qiagen EZ1 Advanced XL Instrumentation: SN: L151A1463 in the Specialty Laboratory of Pathology & Laboratory Medicine Service at Audie L. Murphy VA Hospital. The EZ1 Advanced XL performs automated purification of nucleic acids from up to 14 human, forensic or molecular diagnostic samples, using Viral RNA/DNA and bacterial DNA from blood and tissues. Vendor must meet the following requirements: 1. Certified and Authorized Qiagen Field Service Engineer 2. On-site preventative maintenance inspection annually 3. Software updates at no additional cost. 4. Software upgrades at no additional cost. 5. Unlimited telephone support M-F, 8am to 5pm. On-call support after hours. 6. Emergency service request at no additional cost. M-F, 8am to 5pm. 7. Labor, travel expenses and parts at no additional cost. 8. Computer upgrades at no additional cost. 9. Training Sessions 10. All additional fees will be communicated prior to coming onsite and/or performing repairs. Vendor will only proceed with CO approval and funding. Location This service maintenance will be used in the Specialty Laboratory located in the Pathology and Laboratory Medicine Service s San Antonio Laboratories of the STVAHCS. Period of Performance B+4 years Deliverables/Supplies: Service Maintenance for the Applied Spectral Instrumentation for use in the Specialty Laboratory. Government Inherent Functions: Contractor shall not perform inherently governmental functions. This includes, but is not limited to, determination of agency policy, determination of Federal program priorities for budget requests, direction and control of government employees, selection or non-selection of individuals for Federal Government employment including the interviewing of individuals for employment, approval of position descriptions and performance standards for Federal employees, approving any contractual documents, approval of Federal licensing actions and inspections, and/or determination of budget policy, guidance, and strategy. General Duties, Requirements, and Expectations: 1. Be professionally competent to handle required duties. 2. Work with staff to ensure safety measures are in place and documented. 3. Services provided under the terms of this contract are required to be in compliance with the American Association of Blood Banks (AABB) and College of American Pathologists (CAP) accreditation policies and all applicable Federal, State and Government laws required by the Veteran s Healthcare System and VHA Handbook 1106.1. Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers, nor will they have access to online resources belonging to the government while conducting services. If removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody. Privacy Officer: The contractor will not have access to Patient Health Information (PHI), nor will they have the capability of accessing patient information during the services provided to the VA. Authorized Ordering Offices Task orders, for all individual STVHCS laboratories, will be awarded and managed by the COR. Changes to orders can be made as needed during the course of the contract. Actual (running) balance will be reconciled between the contractor and the COR on a monthly basis. Anticipated Period of Performance: Sept 29, 2023, through Sept 28, 2028. The proposed sole source procurement will be made by an open market pricing agreement with Qiagen LLC. The requesting activity has submitted a sole source justification request that states that the vendor Qiagen is the only vendor that can provide the necessary services and supplies. Market research did not find an alternate approved vendor that can provide all of the required supplies. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 calendar days from the publication of this notice, a contract will be issued to Qiagen without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is FAR 13.5 is 41 U.S.C. ยง 1901 and is implemented by FAR 13.106-1(b)(2). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
