Description
Office of the Legal Adviser Content Server update, patch deployment and problem resolution Background The Office of the Legal Adviser (L) generates an extremely large number of electronic records; these records can come from scanned paper documents, emails and attachments, documents that have been created from scratch for a particular purpose, and a variety of other sources.� L uses the OpenText Content Server system on its classified and unclassified networks to store its electronic records.� Content Server allows easy to use searches and extensive folder structures for retrieval and organization of the records. Content Server, like any complex IT system, needs constant updates and patches applied, as we as periodic maintenance to ensure smooth operation of the system and to resolve problems and issues that can arise. Objectives/Tasks Project management support to prioritize tasks and resources with the ECM administrator and onsite technical staff Ensure the classified and unclassified systems are fully functional All current software patches, builds and security updates must be deployed/installed and verified on both Content Server systems upon release of the patches/updates by OpenText Corp Any updated Content Server modules must be installed and functionality verified All current Java updates must be applied and verified to both Content Server systems Any potential security vulnerabilities must be mitigated OTDS updated and verified Usability and administrative issues must be addressed, e.g., OTDS integration and synch issues, account password reset issues, etc. OTDS service account SSO enabled Database and admin server configuration More efficient account password reset method, possibly script based, created in order to reduce the time it takes to reset passwords Assistance with system administration, configuration or integration with system and database administration, configuration or integration with OpenText Content Server Suite and supported modules and custom report generation Knowledge transfer for work done and complete documentation of configuration Troubleshooting and resolution of any other technical issues or ad-hoc support with the Content Server systems Since most of the issues are fairly complex in nature, the vendor must have direct access to OpenText Customer third tier support for issue escalation Deliverables Monthly status updates including actions performed and any upcoming issues identified, e.g., upcoming module or patch releases or upcoming feature changes or enhancements Monthly burn rate report including hours used and hours remaining Schedule The period of performance for this work would be generally for a base year with two option years, exercised at the discretion of the government Normal work hours would be from 9m-4pm, M-F, excluding weekends and government holidays. There is no provision for overtime Security Clearances The company has to possess a valid Top Secret facilities clearance and a valid Cage Code All personnel who perform work on the contract must possess a Top Secret clearance Invoicing The vendor must be a member of the Invoicing Processing Platform (IPP) system and must submit invoices monthly Travel No travel will be required for this contract This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to Adiatou Jah at JahA@STATE.gov by 7:00 AM� EST on May 25, 2023
