?.## INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA INSTRUCTIONS FOR QUOTE SUBMISSION: Quotes shall include the following: Section A - Quote Form (Standard Form 1449) and Pricing Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Data Universal Numbering System (DUNS) Number shall be entered in the block with the Offerors name and address. A completed SF1449 price/cost schedule addressing all CLINS. Completed VAAR Clause 852.219-77 Certification. Section B Capability Statement Capability Statement explaining the offeror s capacity to perform the work. The capability statement shall summarize the company s experience with work that is similar in scope. The capability statement shall explain the company s ability to perform the work outlined in the Performance Work Statement. Section C Offerors Representations and Certifications A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/. NOTE: Offerors shall be registered and current in the System for Award Management (SAM) database at time of quote submission AND at time of contract award. Section D SBA Veteran Small Business Certification All Offerors MUST be a verified Service-Disabled Veteran Owned Small Business (SDVOSB) vendor at time of quote submission AND prior to receiving award. To be considered a SDVOSB, the company must be listed as certified in the SBA Veteran Small Business Certification (VetCert) database https://veterans.certify.sba.gov/. NOTE: Failure to submit a complete proposal may result in a technically unacceptable determination. BASIS OF AWARD AND EVALUATION METHOD Basis of Award. The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate technical capabilities, past performance, and price. Following receipt of quotes, the Government will perform a comparative evaluation of the products/services quoted. The Government will compare quotes to one another to select the product/service that best benefits the Government by fulfilling the requirement. Once the Government determines there is/are a contractor(s) that can provide a product/service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited product/service to address any remaining issues. Evaluation Method. Factor 1: Technical Capability The Government will evaluate the capability statement provided to determine whether the company has the capacity and experience to perform the required work. Factor 2: Past Performance The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired, as well as information identified in the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. Offerors with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than an offeror with favorable performance history. Factor 3: Price Total price will be evaluated by the Government. Reasonableness determinations will be made by determining if competition exists, by comparing proposed price with established commercial prices, other contract vehicles, and/or by comparing proposed price with the Independent Government Estimate (IGE).  The IGE is not releasable to the public. Price proposals will not receive an adjectival rating. TECHNICAL QUESTIONS Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing, via email, to Daniel.spaulding@va.gov on or before 05:30PM, Eastern Time, Friday, May 26, 2023. Use email Subject Line: Questions, Boiler Plant Chemical Feed Line Telephonic (verbal) questions Will Not be addressed. All responses to questions which may affect quotes will be incorporated into a written amendment to the Request for Quote. QUOTE DUE DATE Quotes shall be submitted via email to Daniel Spaulding at daniel.spaulding@va.gov by 05:30PM, Eastern Time, Wednesday, May 31, 2023. All quotes shall be submitted in electronic format (PDF or Word) via email attachment(s). Subject line should read: Quote Boiler Plant Chemical Feed Line . NOTE: Quotes received after the due and time shall not be considered by the Government. AMENDMENTS: The solicitation and all amendments to the solicitation will be posted to the SAM.gov Contract Opportunities website (www.sam.gov). Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being rejected.
