DESCRIPTION OF INTENT: This is a Market Survey. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. It is the responsibility of the interested parties to monitor the System for Award Management (SAM) (Sam.gov) site for additional information pertaining to this notice.�� ����� OBJECTIVE: The purpose of this market survey is to obtain written information on industry capability to produce or to determine current market manufacturing capability of a Forward Repair System NATO (FRSN) based on the salient characteristics provided to support the Main Battle Tank System (MBTS) units in various theatres. Responding companies must provide evidence of their proven abilities to produce FRSN that meet the salient characteristics. Responses to this market survey are due by 31 May 2023, NLT 5:00 pm eastern standard time (EST). Responses received after this may not be considered. No telephone, hand delivered, faxed or mail delivered responses will be accepted. Please note that any questions or answers will be posted anonymously to this website. RESPONSE FORMAT(S): Please include the following administrative information: ��������� Company Name ��������� Mailing Address ��������� Company website ��������� Location of facilities ��������� Commercial and Government Entity (CAGE) Code ��������� North America Industry Classification System (NAICS) number ��������� Business size and eligibility under USG socio-economic programs and preference ��������� Does the company use a cost system that has been certified by the Defense Contract Audit Agency (DCAA) ��������� Contact Information of person responding to Market Survey to include name, position, phone number and email address INSTRUCTIONS FOR COMPLETING SURVEY:� 1.� The survey response shall NOT exceed 30 pages. 2.� Submittal will be in text format only, using 12 font Times New Roman or Arial. 3.� Do not include pictures, graphics, etc. 4.� Please respond to every question. 5. ��Number each response with the appropriate question number. 6. ��You do not have to repeat the question in your response. 7. ��If you cannot answer the question, please indicate �No Response.� 8. ��If a response will satisfy another question, state: �See response to question XX.� 9. ��Spell out any acronyms in their first instance. 10. Clearly mark any proprietary information. If applicable the front page of your response package should state� �Proprietary Information Contained.� Provide a release statement indicating that the proprietary information may be distributed to Army personnel involved with this Market Survey. 11. As described below, respondents to this market survey are specifically asked to appropriately mark any document that contains proprietary data, trade secrets, or other business sensitive information. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this market survey. The Government acknowledges its obligations under 18 U.S.C. �1905 to protect information qualifying as �confidential� under this statute. [To avoid possible confusion with the meaning of the term �confidential� in the context of Classified Information,� we will use the term �PROPRIETARY.�] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) �PROPRIETARY� with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (excessive breadth in marking inappropriate data as �PROPRIETARY� may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting, or any other appropriate means to indicate those portions of a single page which are protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the �PROPRIETARY� legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate, when only portions of an electronic file are proprietary, use the restrictive legends �PROPRIETARY PORTION BEGINS:� and �PROPRIETARY PORTION ENDS.� 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent�s marking of data as �PROPRIETARY� will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. SURVEY QUESTIONS: General: 1. Describe your experience in building Forward Repair System NATO (FRSN). Can your company produce FRSN that meet the salient characteristics identified? 2. Describe your Quality Management system (QMS). Is your company ISO 9001 certified? 3. Provide your facility clearance and what level of classification you process at your contract facility.� Describe how your company handles Classified, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) data. Response must discuss information, facilities, materials, equipment, and personnel. 4. Describe your company�s experience with development, production, testing, upgrade and /or repair of FRSN. 5. Where are your company�s production facilities located?� Please describe your facility and floor space (please include test equipment, machining capabilities, etc.) 6. What are some concerns or constraints your company faces in meeting this requirement? 7. Please provide an estimated time frame needed to complete any of the activities. 8. Is your company interested and capable of meeting this requirement? Why or why not?
