- Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice *= Required Field Combined Synopsis/Solicitation Notice Page 1 of 85 Solicitation Number: 36C10G23R0014 Notice Type: Combined Synopsis/Solicitation Synopsis: COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for brand name or equal commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number 36C10G23R0014 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02, dated 16 March 2023. Requirement Description: VA has a requirement to purchase Physiologic Vital Signs Monitor to deliver patient care at its VA Medical Centers around the country. Physiologic Vital Signs Monitor are designed primarily for automated periodic and/or quasi-continuous real-time measuring and display of two or more of the vital signs (e.g., noninvasive blood pressure, temperature, heart rate) and oxygen saturation in the blood (SpO2); many devices may also perform continuous monitoring during transportation or at the bedside. These monitors typically consist of portable or mobile electronic units that facilitate movement from one location to other; the monitor may be connected to the line and/or powered by internal batteries. The main unit includes controls and a display; it also includes appropriate attached probes and sensors that make possible sequential and/or simultaneous measurements of the parameters. Noninvasive blood pressure (NIBP) is usually measured using cuffs and either auscultatory or oscillometric techniques; the measurement of temperature is typically accomplished using an intraoral sensor, and SpO2 is determined using pulse oximetry sensors. Vital signs physiologic monitors are intended mainly for periodic automated measuring of the parameters of one or more patients. Some monitors have additional capabilities (e.g., recording, alarm, printing). Dedicated physiologic monitors that can provide electrocardiographic waveforms and/or invasive measurements such as invasive blood pressure measurements are not usually considered vital signs monitors. A single award Requirements contract will be awarded IAW FAR Clause 52.211-6, Brand Name or Equal and FAR 11.104, Use of Brand Name or Equal Purchase Descriptions, in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Proposals shall contain the terms for cost/price and technical capabilities of the band name or equal equipment. The Government reserves the right to award without discussions. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical Appliance and Supplies Manufacturing, Product Service Code: 6515 Medical and Surgical Instruments, Equipment, and Supplies and the associated size standard is 1000 employees. This procurement action is issued as full and open competition. This acquisition is for a single award Requirements contract in accordance with FAR Part 16.5 for Welch Allyn brand name or equal Physiologic Vital Signs Monitor and related equipment and accessories as identified in ATTACHMENT A NX EQ PHYSIOLOGIC VITAL SIGNS MONITOR PRICE COST SCHEDULE and paragraph 2 below. The ordering period is for one base year with four 12-month option years. Delivery is FOB destination. Firm-Fixed Price Orders will be placed against this contract in writing and will provide the delivery locations, delivery dates and exact quantities. SCOPE OF WORK: The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified Physiologic Vital Signs Monitor product line as a candidate for a VA-wide (otherwise referred to as national ) single Requirements contract. The Physiologic Vital Signs Monitor required for this program have been identified as most advantageous to the Government to be incorporated into a national Requirements contract. The salient characteristics (SC) for these commercial items are identified in the NX EQ Physiologic Vital Signs Monitor Product Description. The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Physiologic Vital Signs Monitor to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for one 12-month base period with four 12-month option periods. 2. REQUIREMENT This requirement will be conducted IAW FAR clause 52.211-6, Brand Name or Equal and FAR 11.104, Use of Brand Name or Equal Purchase Descriptions, which requires the offeror indicate that each product being offered as an equal product to the Welch Allyn® Physiologic Vital Signs Monitor. For each equivalent product proposed, the offeror must include a description reflecting the salient characteristics (SC) are met and level of quality that will satisfy the salient physical, functional, or performance characteristics of the brand name product(s) specified in the solicitation. The Salient Characteristics (SC) table below shall be included in the beginning of the technical volume with a cross-reference column of the page number(s) identifying where in the proposal that the SCs are met. The offeror must clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. The Government's intent for this Requirements contract is to include all ancillary items to ensure the equipment can function as designed by the OEM and as clinically required. The Government may through bilateral modification, add or remove items to this contract that are determined to be within scope of the solicited product line, not limited to the original items awarded. Additionally, any discontinued items may be replaced via future contract modification by the replacement part identified by the OEM, so long as the replacement part serves the same clinical purpose and function as the originally awarded item. Furthermore, any new technology that is presented during performance of this contract may be evaluated by the Government for inclusion into the contract, via bilateral modification.
