Description

The U.S. Department of Energy, Office of Fossil Energy and Carbon Management (FECM) plans to issue a purchase order to Omni Systems for a potential 3-year subscription to FICO Xpress Solver Software (INSI-TL Seat of FICO Xpress Insight � Unlimited Applications, and 2WTL-11 FICO Xpress Optimizer + FICO Xpress Mosel � Class 2 Workstation License). The software is used for analysis using the National Energy Modeling System (NEMS) and other custom-made software by FECM. FECM intends to use the FICO license to run its own version of NEMS which requires the same solver license. �Omni is the only known reseller of the FICO XPRESS Solver Software, which provides a vital tool for exploring key technology and policy issues of importance for FECM policymakers and stakeholders. The Government intends to award a sole source purchase order to Omni Systems. The period of performance for this award will be one (1) year from June 15, 2023, through June 14, 2024, with 2 additional Option Periods for a potential period of performance to June 14, 2026. The award will be issued via other than full and open competition, only one responsible source and no other supplies and services will satisfy agency requirements.� If a firm believes DOE should not pursue this sole source procurement with the Omni Systems for FICO XPRESS Solver Software, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 15 days from posting date via e-mail to Kelley Vandecoevering, kelley.vandecoevering@hq.doe.gov.� The written response must include a general statement for services indicated in this announcement and past performance client information for a similar product. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. No solicitation is available for this requirement. No telephone calls will be accepted.
