REQUEST FOR INFORMATION (RFI) � AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFLCMC)�� AIR FORCE SECURITY ASSISTANCE AND COOPERATION (AFSAC) DIRECTORATE� Worldwide Warehouse Redistribution Services (WWRS) 1.0 WWRS Logistics System SYNOPSIS: � This Request for Information (RFI) is being conducted by the Air Force Security Assistance and Cooperation (AFSAC) Directorate, at Wright-Patterson Air Force Base (WPAFB) as market research to identify software programs that possess capabilities to meet Worldwide Warehouse Redistribution Services (WWRS) Logistics System Requirements by providing an alternate Information Technology Commercial-Off-The-Shelf (COTS) product solution to the existing system. ��� � This RFI is for planning purposes only and shall not be considered as an invitation for, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.� Your response to this RFI will be treated as information only.� No entitlement for payment of direct or indirect costs or charges by the Government will arise as a result of company submission responses to this announcement or use of such information.� This request does not constitute a solicitation for proposal or the authority to enter into negotiations to purchase.� No funds have been authorized, appropriated, or received for this effort.� The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications.� Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.� The Government does not intend to purchase based on the RFI or to otherwise pay for the information submitted in response to this RFI.�� The purpose of publicizing notices for potential actions is to increase Government knowledge of existing products/programs in the current marketplace, increase competition, to broaden industry participation in meeting Government requirements, and to assist small businesses in general in obtaining business.���� 2.0 BACKGROUND:�� The Worldwide Warehouse Redistribution Services (WWRS) program is a tri-service, virtual warehouse designed to facilitate the transfer of fully serviceable spares/support equipment to other FMS customers via the Unites States Government (USG). �Since 1998, the WWRS program has served close to 100 Buyers, filled over 40,000 requisitions valued at $211M and has a delivery time, on average, of 83.6 days.� The program has had 43 Sellers where they have received over $211M back to FMS programs and current inventory is approximately 136k line items valued at $1.9B.� All program transactions are housed in the WWRS Logistics System. The WWRS Logistics System interfaces with numerous legacy United States Government (USG) systems along with the Program�s contractor�s information technology (IT) system.��� 3.0 DESCRIPTION: ��� The WWRS Program Management Office (PMO) is seeking a COTS program that provides a Logistics System that meets the needs and capabilities of the WWRS PMO and WWRS customers. The USG desires a Commercial IT solution that meets at a minimum, but not limited to, the following features: Interface with legacy USG systems and WWRS contractor�s systems Maintain anonymity between Buyer and Seller�s House an unlimited amount of inventory listings with corresponding information Perform item eligibility checks Support an unlimited number of accounts (Buyers/Sellers/USG Program Offices) and applicable account identifiers Produce detailed Buyer and Seller reports Create, manage, and track Redistribution Orders (RDO) Maintain applicable financial data�� 4.0 CAPABILITIES PACKAGE:� Responses to this announcement should indicate whether companies are other than small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business Zone small business (HUBZone). �The North American Industry Classification System (NAICS) code for this action is 513210, �Software Publishers�, with a size standard of $47M PSC 7A21. Respondents are further requested to indicate their status as a foreign owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort.�� The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements, addressing the following areas: Attachment 1:� RFI Questions. 5.0 GENERAL REQUIREMENTS FOR ALL INTERESTED PARTIES:� � The COTS Logistic System Software capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant COTS Logistic System Software implementation in all areas should be provided. Recent, relevant implementation is defined as roll out of the same or similar software within the past three (3) years. The response must not exceed 10 pages.� � Page size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count.��� Pages shall be single-spaced.� The font shall be Times New Roman and the font size shall be no less than twelve (12) point.� Use at least 1-inch margins on the top and bottom and � inch side margins.�� Capability statements need to address fully the RFI questions in attachment 1 and the WWRS public website (https://afsac4.wpafb.af.mil/WWRS) can be used as reference to the WWRS program which also includes links to the WWRS User Guide.� 7.0 SUBMITTAL INFORMATION:� � Questions concerning this requirement should be electronically submitted to the Contracting Officer, James Bane via e-mail at james.bane.4@us.af.mil.� Responses to this RFI will also be submitted to Mr. Bane. All correspondence sent via email shall contain a subject line that reads ""WWRS Logistics System."" Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, or .xls documents are attached to your email.�
