Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Tecan Genomics Inc., 900 Chesapeake Dr., Redwood City, California 94063-4727. The National Institute of Allergy and Infectious Diseases (NIAID)�s Division of Intramural Research (DIR), Center for Human Immunology (CHI), (collectively �Program�) develops and applies systems biology approaches�combining computation, modeling, and experiments�to study the immune system at the organismal, cellular, and molecular levels. Program uses genomic technologies to study the regulatory machinery in nucleus at single cell level. These techniques offers a unique opportunity to inform Program�s understanding of the human immune system. More specifically, Program�s research is to study the characterization of normal and pathogenic human immunomes in order to assess immune training of macrophages in Covid 19 patients treated with Syk inhibitor fostamatinib. To complete this project, Program needs access to addition scientific kits: �Universal Plus mRNA-Seq kit, Human Globin AnyDeplete� from Tecan Genomics Inc. (�Tecan�). Program has technical and compatibility requirements to use this specific brand of items from Tecan Genomics Inc. Due to the proprietary assay design, Tecan Genomics is the only company that manufactures the Universal Plus mRNA-Seq kit, Human Globin AnyDeplete. These kits are essential to Program�s research in profiling immunomes. Program has applied these kits to several ongoing studies/research in last years. To keep scientific result consistency and reproducible, Program needs to use this exact same specific product in its research. Furthermore, the Universal Plus mRNA-Seq kit, Human Globin AnyDeplete is the only options that are compatible with the Tecan instrument in Program�s laboratory. Using a different brand of items would not only invalidate research to make the new data not be comparable to the existing data created with these Tecan kits, but would also require Program to spend additional time and money to purchase new equipment that are compatible with the new kits. Thus, getting a different brand of items would jeopardize Program�s research. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: Part #: 0521-A01; Description: KT UPLUS MRNA-SEQ NUQ HU GLOBIN AD 96 Universal Plus mRNA-Seq with NuQuant, Human Globin AnyDeplete; Qty x 5; Part # 30180875; Description: SHIPPING AND HANDLING; Qty x 1 Place of Performance or Delivery: Delivery to Bethesda, Maryland 20892.� The estimated lead & delivery time is within two (2) weeks from the receipt of award. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2176543) by 11:00 AM eastern standard time on May 30, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
