Description
The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing this Sources Sought notice to identify responsible vendors able to provide two (2) 40 metric ton All Terrain Cranes with associated maintenance package, training package, and extended warranty. This notice does not constitute Invitation for Bids, Request for Proposals, or Request for Quotes. The Government will not reimburse respondents for any cost associated with responses to this notice. U.S. Army RCCTO has a requirement to purchase two (2) 40 metric ton All Terrain Cranes with associated maintenance package, training package, and extended warranty. These cranes must be delivered in the June/July 2023 timeframe to Joint Base Lewis-McChord. Maintenance is expected to occur at Joint Base Lewis-McChord, but may need to occur in other locations to be determined. The cranes must be capable of running JP8 and F24 with National Security Emissions Exemption required; Axles are 4x2x4, all steered; have a hydro pneumatic suspension with axle load compensation and be hydraulically lockable with manual or automatic leveling; include dual circuit hydro servocom with emergency steering pump and active rear axle steering; include pneumatic dual circuit service brake wit antilock system, acting on all wheels, drum brakes and additional engine-exhaust brake; include rear view camera; include low beam lights, high beam lights, daytime running lights, fog lights, and cornering lights; and include a 10.5m-32.5m fully hydraulic telescoping boom. Interested sources would need to demonstrate the technical capability, corporate knowledge, and experience necessary to provide the 40 metric ton All Terrain Cranes that also have an Army Safety Release as of 01 June 2023. The Army RCCTO believes Taylor Defense Products, Inc. is the only responsible source capable of meeting this requirement within the required schedule and budget due to the specialized nature of the requirement. Per FAR 5.207(c)(16)(ii), interested sources may submit a capability statement demonstrating the ability to provide the requested supplies, services and warranties, which shall be considered by the agency. Any capability statement must demonstrate how the source can provide the required supplies within the required timeframe.� Responses must include, at a minimum: a clear description of the respondent�s cranes (and the crane�s capabilities and dimensions); a brief description of their method of delivery and earliest possibly delivery; an explanation of the available maintenance and training package and the available extended warranty; and demonstration that the Respondent previously received an Army Safety Release for the cranes described. �Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1600 CST, 30 May 2023 to the Contracting Officer, Hillary S. Roy, at hillary.s.roy.civ@army.mil.
