- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Meso Scale Diagnostics, LLC, 1601 Research Blvd, Rockville, Maryland 20850 for the de-installation and re-installation of IQ/OQ/PQ Services for MESO SECTOR S 600 w/ WORKBENCH 4.0 and S 600MM Windows 10 Upgrade. The Laboratory of Immune System Biology (LISB) conducts research in fundamental and�applied aspects of immunology. The LISB investigates the genetic, chemical, and cellular�basis of specific immune responses and related aspects of developmental, cellular, and�molecular biology as they related to the immune system; and investigates the interface of the�host and the commensal microbiome. In cooperation with other Institute units, develops�approaches to the prevention, diagnosis, and therapy of immunologic, allergic, and infectious�diseases and neoplastic disorders. The LISB develops a broadly useful systems biology�research paradigm and the necessary associated technological infrastructure, including tools�for mathematical modeling, informatics analysis, and large-scale data acquisition using�methods such as high-throughput genomic analysis, multiplex live and static imaging,�proteomics, and high-throughput screening. The LISB seeks opportunities to apply these new�methods and tools in other key areas of biomedicine and disseminates these new�technologies, as well as the general concepts of systems biology, both within the NIH IRP�and to the extramural community fosters the concept of multidisciplinary team-science as a major paradigm for the future research enterprise. The requirement is for the relocation and re-installation of S 600MM reader from VRC�laboratory to VIP with Windows 10 Upgrade including IQ/OQ services.� Windows 10 upgrade along with�IQ/OQ services will ensure data integrity and GCLP compliance for assay data acquisition�and analysis by MSD Sector 600 reader in GCLP accredited laboratory.� This service must be performed by Meso Scale Discovery certified technicians.� This is to continue to support on-going experimental processing in Support of COIVD-19� This equipment is used daily and if was to become nonfunctioning it would delay the lab experiments.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2173360) to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 11:00 am eastern standard time May 30, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon response to the notice, is solely within the discretion of the Government.
