Description
On behalf of the Department of State/Bureau of Diplomatic Security, the Office of Acquisition Management is conducting market research in accordance with FAR Part 10 to identify small businesses capable of performing the requirements contained herein. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. Responders are advised that the government will not pay for information submitted in response to this Sources Sought, nor will it compensate responders for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this Sources Sought Notice will not preclude a vendor from participating in any future solicitation. Background and Statement of Need These positions are located in the Bureau of Diplomatic Security (DS). As the law enforcement and security arm of the U.S. Department of State, DS is responsible for providing a safe and secure environment for the conducting of U.S. foreign policy. DS fulfills its mission through the work of its highly trained professional executive support (e.g., Policy and Planning, Strategic Advisory, Executive Support, Logistic Support, and Contractors) who work together to ensure that their State Department colleagues can carry out their foreign and domestic policy missions safely and securely. DS personnel serve to support the protection of the U.S. Secretary of State oversees and ensures the development and implementation of administrative and management policies, plans and procedures to ensure Bureau�s resources are allocated, administered, and accounted for in accordance with U.S. law and government regulations. DS requires support for facilitating adoption of changes to processes and helping move the organization from its current state to the desired future state. Additionally, because it operates in such dynamic environments, DS and its stakeholders require support for implementation of new leadership directives, guidance, and mandates as they rise. Also, DS offices require project management and communication activities support for various bureau and Department to include evaluative activities. In addition, DS frequently receives unexpected taskers from high level stakeholders across DoS. It is critical for DS to be able to respond to these taskers quickly and with a high degree of quality. Telephone inquiries are not permitted. Responses must be limited to 10 pages or less, utilizing Microsoft Word or a PDF document, in Times New Roman 12-point font. Address the requirements contained herein in enough detail for the Government to determine your capabilities as they relate to the requirement. Include your company Unique Entity ID, CAGE code (if applicable), company POC and socioeconomic status under NAICS codes in Statement of Work (SOW) assigned to Functional Areas 1-3 below. Functional Area 1: Business Process Improvement, Organizational Change Management, and Policy Support (NAICS Code: 541511) Custom Computer Programming Services. Functional Area 2: Performance/Project/Program and Communications Management (NAICS Code: 541611) Administrative Management and General Management Consulting Services. Functional Area 3: Special Projects Support for the Assistant Secretary, Principal Deputy Assistant Secretary, and Executive Director for Diplomatic Security (NAICS Code: 541990) All Other Professional, Scientific and Technical Services. All interested companies must have an active registration in the System for Award Management (SAM) and not be on the Excluded Party List. Include in the response all Governmentwide Acquisition Contracts and General Services Administration Federal Supply Schedules to include contract numbers, periods of performance as well. Please indicate any related and significant subcontractor performance. A facility clearance of Top Secret will be required.
