Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Biolegend, Inc., 8999 Biolegend Way, San Diego, CA 92121-3719, USA to procure TOTALSEQ antibodies for single cell assays in COVID related research. COVID-19 is caused by the novel SARS-CoV-2 and is associated with a hyper-inflammatory immune response which leads to severe and potentially life-threatening symptoms. Little is known about how and the extent to which COVID-19 presents in people with immunodeficiencies, but because of the known severity of the illness in the general population, vaccination against SARS-CoV-2 is critical. Understanding whether immunodeficient individuals produce an adequate immune response to the COVID-19 vaccine is necessary. These items (all of which are antibodies and associated solutions to make the antibodies work in experiments) are used to perform single-cell assays, which allow us to target specific immune cells that we are interested in studying. This work involves subjects who have recovered from COVID-19 and age- and sex-matched healthy controls who never had COVID-19. The purpose of this work is to understand how prior COVID-19 impacts the immune system long-term, including how the immune system responds to vaccination. The use of alternate antibodies would require a significant loss of productivity while we readapt our protocols, and would not allow us to obtain data comparable to the data we have already obtained using the existing reagents in the lab. Where: Laboratory of Immune System Biology, Sparks Lab, Building 4, room 128 When: upon receipt until reagents are exhausted. The current requirement is for: # DESCRIPTION CATALOG QTY 1 TotalSeq-A 0251 anti-human Hashtag 1, ITEM 394601, 2 each 2 TotalSeq-A 0252 anti-human Hashtag 2, ITEM 394603, 2 each 3 TotalSeq-A 0253 anti-human Hashtag 3, ITEM 394605, 2 each 4 TotalSeq-A 0254 anti-human Hashtag 4, ITEM 394607, 2 each 5 TotalSeq-A Human Universal Cocktail, V1.0, ITEM 399907, 4 each 6 TotalSeq-C 0253 anti-human Hashtag 3, ITEM 394665, 2 each 7 TotalSeq-C 0254 anti-human Hashtag 4, ITEM 394667, 2 each 8 TotalSeq-C Human Universal Cocktail, V1.0, ITEM 399905, 4 each The Place of performance is NIH Building 4, $ Memorial Drive, Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2175200) to Rita Davis at rita.davis@nih.gov by 11:00 am eastern standard time, Friday, May 26, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
