- The ARMY CONTRACTING COMMAND � DETROIT ARSENAL (ACC-DTA) intends to issue a Commercial, Firm-Fixed-Price (FFP) Request for Proposal (RFP) in June 2023 to procure reset, recap, sustainment, maintenance parts, and maintenance services for Robot Logistics Support Center (RLSC) technicians to support the overall sustainment of the TALON Robotic System to include the procurements of Operational New Equipment (OpNet) and Maintenance training and systems. This requirement is being solicited on a sole source basis to Foster-Miller, Inc. [dba QinetiQ North America, Inc. (QNA)] in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� �QNA, as the Original Equipment Manufacturer (OEM) for the TALON Robotic System, developed and owns all intellectual property and drawings for the TALON Robotic System.� Only QNA has the facilities, personnel, knowledge, historical information, technical data, and software to fulfill the Government�s requirement without substantial duplication of cost.� The Justification and Approval was approved by ACC-DTA�s Senior Contracting Official on 15 March 2023. The RFP will result in a Commercial, Three-Year with Two Option Years, FFP, Requirements contract to QNA IAW FAR Part 12 (Acquisition of Commercial Products and Commercial Services).� Although it is the Government�s intent to solicit and negotiate with only one source, QNA, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All contractors who provide goods/services to the Department of Defense (DoD) must be registered on the System for Award Management (SAM) website. You may register via the Internet at https://www.sam.gov/portal/public/SAM/. Further information may be obtained through the internet at: http://www.acq.osd.mil/faq.html. CAUTION: This RFP will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders� mailing list. This is a pre-solicitation notice, otherwise known as a synopsis. The RFP pertaining to this notice will not be available for a minimum of 15 calendar days from the date of this notice. Contractors should not call the buyer or procuring contracting officer (PCO) seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
