Description
USAID Annex Roof Replacement, US Embassy Accra, Ghana The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction type contract during the third quarter of calendar year 2023. The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of the contract within the established timeframe. The contractor shall provide for the maintenance and repairs on the existing USAID Annex Building protected membrane roof and related roof components. The USAID has a PMR roof system composed of concrete deck, modified bitumen roof membrane, prefabricated drainage board, two layers of 2� XPS insulation, filter fabric and gravel ballast. The proposed M&R includes, but is not limited to, the following: Remove existing loose-laid stone ballast and filter fabric and discard. Remove and store for reuse existing loose-laid polystyrene insulation and prefabricated drainage course. Remove and store metal counter-flashing to exposed membrane base flashings. Remove abandoned antenna curb and patch field membrane. Remove abandoned equipment, conduits, trash and vegetation. Clean/Pressure wash roof and wall areas and allow to dry. Inspect modified bitumen field membrane for damages. Inspect perimeter and penetration membrane base flashings for damages. Perform repairs where the field membrane has been damaged. Remove loose or damaged membrane base flashings and perform repairs with new layer of modified bitumen membrane and PMMA flashings. Apply elastomeric coating, primer and finish coats, on exposed concrete and modified bitumen pad and curb surfaces. Apply acrylic coating on exposed concrete parapet surfaces between counterflashing and coping. Install new backer rod and sealant in between stone coping joints and apply clear stone sealer. Paint miscellaneous ferrous metals, including drain strains (replace if damaged), goosenecks, dunnage, ladders, etc.� Reinstall existing and new prefabricated drainage course, loose-laid polystyrene insulation, filter fabric, and concrete pavers. Refill all pitch pans Replace deteriorated sealants at sheet metal flashings. The Contractor shall provide all necessary materials for the successful completion of this roof maintenance and repair project of the following compound roofs: USAID Main Roof Area� � � � � � � � � � 9,000 sf USAID Penthouse Roof Area��������� 4,200 sf Total:���������� ����������������������������������� 13,200 SF The magnitude of this project is anticipated to be between $500,000 and $1,000,000 U.S. Dollars for the entire project. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide: a.�� A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, b.�� Details of your findings and a description of what your organization will be required to undertake to obtain licensing, and c.�� Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Ghana.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.� Irrevocable Letters of Credit (ILOC):� The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits totaling 40% of the value of the contract.� Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).
