- Description
- The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to negotiate a sole-source contract with Cambridge International Systems Inc. to acquire equipment, minor construction, engineering services, and training in support of the Government of The Bahamas (GoB) Maritime Domain Awareness (MDA) and maritime security effort. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. � 3204(a)(1), as and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. Cambridge is the initial integrator and designer of the GoB Maritime Surveillance System (MSS). If another source is awarded this additional work, it could cause interoperability issues between the MSS #1, MSS #2, and the maritime C2 systems currently underway at MSS #3 and #4 at Ragged Island and Exuma due to inconsistent configurations resulting in schedule delays and increased risk of having an inoperative system, overall. Given Cambridge�s unique position and knowledge of the RBDF C2 system and infrastructure to ensure consistent MSS site equipment installation, system architecture design, configuration and integration experience with MDA system installation demonstrated by multiple security cooperation efforts in similarly remote and austere environments in the Caribbean region, Cambridge is the only qualified source with the detailed knowledge and technical expertise to produce, deliver the GoB MSS without unacceptable delay. Solicitation N0003923R4026 is anticipated to be issued and subsequently awarded in Fiscal Year 2023. The prospective award will have a period of performance (PoP) not to exceed thirty-six (36) months, Building Partner Capacity (BPC) (S333) Psuedo FMS case-funded Cost Plus Fixed Fee (CPFF)/Firm Fixed price (FFP) hybrid type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541330.
