THIS REQUEST FOR INFORMATION (RFI) 36C26223Q1098 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541519 (size standard is $34 Million). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide GE Healthcare: Software Upgrade CVIS HL7 Order Outbound System Medical, Medical Service (Cardiology) that at a minimum meets the following salient characteristics in the Statement of Work/ Minimum Technical Requirements for the Department of Veterans Affairs Loma Linda Healthcare System Line Item Description/Part Number Quantity Unit Unit Price Amount 0001 EQUIPMENT UPGRADE: CCW 6.0 W/O RPT SW U CCW V6 to V7 UPGRADE WITHOUT RPT -eDelivery Centricity Cardio workflow Version 6 to Version 7 upgrade provides enhanced functionality for clinical and administrative users. Please refer to customer release notes detailed information. This upgrade is available for existing customers only. (Item # P1005JAED) 1 EA     0002 CCW INT ORDERS OUT The CVIS HL7 Order Outbound License enables procedural order filler messages to flow out of the CVIS database to support integrated system workflow by eliminating redundant data entry minimizing data entry error, and synchronizing systems via real-time updates. Order filler messaging can flow to GEHC Enterprise PACS and other image management systems for pre-fetching and exam detail correlation. Additionally, Outbound Order enables notification to the physician order-entry system of CVIS order generation (applicable when an order was not created on the Hospital Information System) Integration and workflow variations should be discussed with your sales teams to identify the optimal configuration for your site. ITPS services apply.  (Item # P1005R) 1 EA 0003 INVASIVE PRG MGMT SVCS (Item # W0037CD) 1 EA 0004 CVIS DATA MIGRATION DAY (Item # P005ZJ) 1 EA 0005 INVASIVE APP CONFIG DAY (Item # W0053CD) 1 EA 0006 CVIS HL7 ORDER OUT INTGR CVIS HL7 Outbound Orders Integration provides remote professional integration services administered by the GEHC ITPS Integration team to translate the CVIS order filler message to meet the Hospital Order Receiving system specifications. Services are redeemable within one calendar year of server installation or integration purchase order; whichever is later. (Item # P1004RK) 1 EA 0007 INVASIVE HL7 CUSTOMER INT SVC Invasive HL7 Customer Int SVC provides one (1) hour of GE Invasive HL7 Integrator support for non-standard or post-production customer interface requests that are not already included in another purchased Integration Services catalog. The Invasive HL7 Integrator will assess the customer s request and determine the quantity of units that need to be quoted to complete the custom project. (Item # P1716HC) 6 EA 0008 TIP DAY OF APPLICATIONS TRAINING A single day of applications training delivered at customer s site for any GE Healthcare Diagnostic Imaging system. Training will be delivered at a mutually agreed upon time between the customer and GE Healthcare (excluding GE Healthcare holidays), and are subject to availability. Training must be completed within 12 months from purchase (Item # W0330CD) 2 EA TOTAL   Include shipping cost on the items price. Vendor Requirements: Period of Performance is within 30 days after award. (PLEASE ADVICE IF MORE TIME IS NEEDED) Vendor shall quote all items under this requirement. Vendor shall meet the Salient Characteristics in the Statement of Work (SOW). Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below. STATEMENT OF WORK (SOW) For Centricity Cardio Workflow and Health Level 7 GE MAC LAB System 1. Background. VA Loma Linda is in the process of upgrading our Cardiology PACS system for procedure image storage for documentation and viewing. VISN 22 has chosen Agfa Healthcare Enterprise Imaging (Agfa EI) as their PACS vendor. We are currently collaborating with local Biomed, local PACS and Agfa EI team to prepare for our scheduled go live with the new product on August 22, 2023. The Cardiology department uses a GE Cath lab to acquire images which are sent to the PACS system. We also have a GE Combo Lab which combines electrophysiology and hemodynamics in one recording system. With this kind of system, it can acquire, store, and manage patient clinical data efficiently in clinical workflow and reporting. The GE MacLab/Combo Lab also comes with Centricity Cardio Workflow (CCW) solution. This is an interface solution that takes a HL-7 message (patient order data) from Vista and makes that message available to other GE modalities including the GE Cath Lab. We currently do not have an interface between the Cath Lab in Cardiology and the New PACS system. This will affect patient care in a negative way and prevent us from verifying the incoming Cath Lab images. We need to have GE modify the CCW which will allow us to send HL-7 messages to the new PACS system. The CCW is an embedded interface engine, which can be used by GE to perform various translations to the HL-7 message to make those message available to the new Agfa Enterprise Imaging PACS system. We need GE support to make the necessary modifications to add the new Cardio PACS as a new send destination in the CCW. GE Healthcare is responsible for the effects of safety, reliability, and performance only of equipment if: assembly operations, extensions, readjustments and modifications, or repairs are carried out by persons authorized by GE Healthcare. 2. Scope. The scope of the contract is to modify current Centricity Cardio Workflow (CCW) and Health Level 7 (HL7) to be in compliant with VACO initiative to upgrade all operating systems to Windows 10 for increase cyber security and threats of patient health information leaks. In addition, the CCW and HL7 is required for image order and acquisitions to VISN purchase of new Cardiology Image storage system Agfa EI. 3. Salient Characteristics GE CCW and HL7 GE CCW and HL7 shall provide capabilities to populate, characterize, and categorize supplies for streamlined management. GE CCW and HL7 shall provide Inventory association with vendor and supplier information. GE CCW and HL7 shall provide document supply used during procedures in combination with MacLab/CardioLab, invasive monitoring systems, and in non-invasive settings. GE CCW and HL7 shall provide structures clinical reports, run clinical and administrative queries. GE CCW and HL7 shall provide stock management tools to track inventories. GE CCW and HL7 shall provide patient information interface from the hospitals EMR to CVIS database and displays patient information on image modalities. GE CCW and HL7 shall provide accession numbers with study description to identify individual studies. GE CCW and HL7 shall provide discrete procedural data and images to be stored in the EMR and Agfa EI. GE CCW and HL7 shall provide order exchanged between EMR (Vista and CPRS), recording system and noninvasive imaging modalities to create a modality worklist to optimize workflow. 4. Period of Performance. Before 30 days after receipt of order. 5.Delivery 5.1. The vendor must coordinate with the VA Loma Linda Point of Contact to schedule the delivery. 5.2. The vendor must clearly tag and label the items. 5.3. The vendor must include equipment manuals with delivery. 6.
