- General Information The National Institute of Standards and Technology, CHIPS Office is seeking information on small business concerns that can provide data and analysis on semiconductor credit research, ratings, and financial data. ��Additional details are provided below: REQUIREMENTS Access to credit research and ratings specifically tailored to both private and public companies contained in the U.S. and global semiconductor manufacturing sector; Data on semiconductor manufacturing company financial metrics and research to compare among peers in the sector to assess credit worthiness; Broad sector forecast/outlook information to assess relevant trends and events that may affect overall credit quality. CPO requires this information in order to properly review and evaluate potential financial and credit risks associated with loan applications submitted in response to the CHIPS notice of funding opportunities; without this data CPO would not be able to meet its mission and obligations under the CHIPS Act. Specifically, the government requires data and analytical tools to inform analysis on: Regularly updated key credit performance indicators in the semiconductor manufacturing sector; Credit research on rated corporate enterprises (as well as project finance/infrastructure projects); Broad economic and market indicators capable of detecting probability of credit and rating changes in a timely manner. Small businesses are defined under the associated NAICS code for this effort, 561450, Credit Bureaus�as those domestic sources having $41M. Please include your company�s size classification and socio-economic status in any response to this notice. Instructions to Responders: Interested parties that have the capabilities to meet the Government�s basic requirements are requested to email capabilities statement of no more than 20 pages, describing their abilities to meet all requirements to monica.brown@nist.gov no later than the response date of June 1, ��2023, 12:00 p.m. EST for this sources sought notice. Also, please provide a copy to Tiffany.Johnson@nist.gov and adriana.dirocco@chips.gov.� The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided. Indication if the company(ies) are small business and/or any other social economic category(ies).� Please highlight if company is an 8(a) and/or owned by an Alaska Native Corporation, Indian Tribe, Native Hawiian Organization, Community Development Corporation; HUBZONE, SDVOSB, EDWOSB or WOSB. Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s). Indication if the company(ies) can provide all, or some, of the services. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information.
