- Description
- This is a special notice being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The U.S. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), intends to solicit and award a Firm-Fixed Price contract to Raytheon Company for a requirement of Advanced Field Artillery Tactical Data System (AFATDS) / International Field Artillery Tactical Data System (IFATDS) for Land Forces Communications, Electronics, Ancillaries, Field Service Representative and Installation Support and Training, in support of Foreign Military Sales (FMS) case NB-B-VUN. The contract shall consist of providing fifty-five (55) IFATDS, fifty-five (55) IFATDS Computer Hardware, forty (40) IFATDS Weapon Control Systems, forty (4) IFATDS Forward Observer Digital Systems, four (4) Meteorological Measuring Set-Exportable (MET) messaging systems, one (1) Installation of IFATDS kits, one (1) Year In-Country IFATDS Field Service Representative (FSR), and Contractor Furnished Outside the Contiguous United States (OCONUS) Operator and Sustainment Training. The proposed contract action is for hardware and services for which the Government intends to solicit and negotiate with only one source under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 � Only one responsible source and no other supplies or services will satisfy agency requirements.� IFATDS is a total command and control firing system that can be used from joint targeting to the tactical edge. IFATDS provides the capability to target engagement solutions in seconds. Below are some key required system capabilities: ����������� Total solution: Fires Command and Control (C2) from joint targeting to the tactical edge ����������� Simple Human Interface - Easy to Use & Train ����������� Target engagement solutions in seconds ����������� Highly flexible and interoperable - Can be modified to work with existing or new radios and systems ����������� Software Development Kit enables customer to update software to add new weapons, update multi-lingual display ����������� Communications software enables indirect routing to cover large distances between nodes ����������� Enables complete sensor-shooter digital connectivity The IFATDS incorporates unique designs. As a result, Raytheon is the only successful known contractor who can timely design, manage, and provide supports and training of IFATDS OCONUS. This synopsis is not a request for proposals. Interested parties may express interest and capability to respond to the requirement via email (no telephonic inquiries) to Mr. Rem D. Ngo, Contract Specialist, Rem.d.ngo.civ@army.mil, no later than 1 June 2023 at 4:00 PM Eastern Time.� Any response should include any history of working on IFATDS in a foreign country or documentation that would allow your firm to do so.� A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government.
