- The US Army Corps of Engineers Research and Development Center (ERDC) requires single axis acceleration data recorders, accelerometer blocks, battery modules, communications cables, and other onboard projectile instrumentation packages and accessories for high velocity penetration and perforation research at ERDC-Vicksburg, MS. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to Dynamic Systems and Research Corporation (DSR)(CAGE Code: 50KV0), on a sole source basis. The Impact and Explosion Effects Branch (IEEB) of the Geotechnical and Structures Laboratory (GSL) has multiple sponsor-funded projects that specify recording high velocity acceleration data for various projectiles and target materials. Through previous years of testing the IEEB has found that DSR manufactures the only acceleration data recorders that can be mounted on-board projectiles during flight, as well as be able to withstand high accelerations from the gun and high-G decelerations upon target impact. The IEEB has extensively researched alternative products, but no other product meets the specific requirements needed to record high velocity testing. These instrumentation packages have unique characteristics that are essential to the successful operation of the testing systems. The quality and reliability of these items have been thoroughly tested and have consistently met high standards. Additionally, in order to continue to characterize target effectiveness against multiple projectiles, the IEEB will need to have comparable data from multiple years of testing. This is only possible by continuing to use DSR data recorders. The organization has equipment that were specifically designed and built for use with these instrumentation packages, and it would be cost-prohibitive to redesign these items to be compatible with a different product. A sole source procurement of DSR instrumentation packages is necessary to maintain the compatibility and functionality of IEEB�s existing systems and would ultimately avoid costly redesign efforts and help the IEEB research efforts meet strict deadlines. It is determined that the DSR is the only contractor capable of meeting the government requirement. The award will be issued in accordance with FAR 6.302-1(a)(2)(iii). The NAICS code for this requirement is 334519 with a size standard of 600 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 5:00 p.m. CST on 2 June 2023.
