Description
This is a SOURCES SOUGHT notice; a market survey for information only, to be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. PURPOSE:� The purpose of this Sources Sought is to conduct market research to gain knowledge of interest, capabilities and qualifications of interested entities who may be capable of providing Information Technology Support Services for the Department of Energy (DOE), National Energy Technology Laboratory (NETL). �The anticipated period of performance for this effort is five years.� Interested entities are requested to identify if they can provide all necessary technical and management expertise, equipment, supplies, personnel, materials, training, and any additional support required to provide Information Technology Support Services as described the Objectives section below. NETL is operated by the DOE Office of Fossil Energy and Carbon Management (FECM) whose mission is to drive innovation and deliver solutions for an environmentally sustainable and prosperous energy future by ensuring affordable, abundant, and reliable energy. �All NETL activities support the DOE�s mission to ensure America�s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. �NETL is the only national laboratory which is both government owned and government operated by the DOE. �NETL conducts and manages research activities at its sites in Pittsburgh, PA, Morgantown, WV, Albany, OR and it also maintains a satellite office in Houston, TX. �NETL�s project portfolio includes research and development conducted through partnerships, cooperative research and development agreements, financial assistance, and contractual arrangements with universities and the private sector.� The mission of NETL Information Technology (IT) is to enable NETL�s mission by managing a comprehensive, fully integrated, enterprise-wide information technology environment. �Further, the IT vision is to be a strategic partner, providing measurable business value to the organization. �In order to achieve this mission, IT requires quality professional support that will align IT resource expenditures with business goals and objectives that will enable an IT environment which is responsive to organizational requirements. Responding parties are reminded that THIS IS A SOURCES SOUGHT NOTICE for information and planning purposes only and is not to be construed as a commitment by the Government.� This Sources Sought Notice is released pursuant to FAR Part 10, Market Research, and is issued for the purpose of identifying possible available sources (interested entities) capable of performing the requirement.� This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this notice. �No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. �The information gathered from this Sources Sought notice may be utilized in the Government's determination for the contract and business type utilized in a possible future solicitation. The North American Industrial Classification System (NAICS) code for this effort is 541512 � Computer Systems Design Services, with a small business size standard of $34.0 Million. �The NAICS is provided for use by businesses in determining their appropriate business size in response to this Sources Sought Notice. �For further information on business size definitions please refer to the Small Business Administration's web site at: https://www.sba.gov/sites/sbagov/files/2023-03/Table%20of%20Size%20Standards_Effective%20March%2017%2C%202023%20%281%29%20%281%29_0.pdf . The information gathered from this Sources Sought Notice may be used by the Government in determining possible set-side requirements and may be used to refine the requirements for these services. �NETL anticipates that a successful entity would provide the Information Technology requirements led by experienced key personnel backed by a corporate structure experienced in providing these type of support services. OBJECTIVES:� NETL is issuing this Sources Sought Notice to qualified entities regarding providing support for Information Technology (IT) operation and maintenance functions, inclusive of Enterprise IT, Cybersecurity, High Performance Computing, Research IT, as well as allow for acquisition of specialized IT support on an as needed basis as outlined in the attached draft Performance Work Statement (PWS). �This effort will require a successful offeror to have and maintain the ability to be responsive to new requirements and to quickly respond to ever-changing requirements of the complex IT environment. �The expectation is that this procurement will facilitate access to a cadre of requisite experience, skills, and personnel to maintain, operate and integrate solutions and to obtain quality professional IT services of the caliber necessary to meet the business and research needs of a world class laboratory. �The intent is not only to obtain consistent, high quality IT support services, but to also acquire a business partner focused on NETL�s success. In that regard, attention is provided by the Contractor in the areas of customer service and continuous improvement. The services envisioned must align IT resource expenditures with business goals and objectives and facilitate an IT environment which is responsive to organizational requirements. �The personnel who support NETL through this effort are required to be both professional and knowledgeable, with the necessary experience and skills to maintain and operate the NETL IT environment and integrate future upgrades, enhancements, and developments.� EXPRESSION OF INTEREST/CAPABILITY STATEMENT: With specific emphasis placed on the areas of support described in the above sections, interested organizations are requested to provide a capability statement (brief discussion) that does not exceed ten (10) pages in total (including cover page) in either MS Word (.doc or .docx) or Adobe Acrobat (.pdf) format.� The provided information must be in sufficient detail to allow the Government to analyze the current market conditions and capabilities.� As such, the following information is requested to be included in all responses: A cover page (no longer than one page) which provides the following information:� The entity�s name, address, phone number, email address for the point of contact, Unique Entity ID number, CAGE code (if applicable), business size (as it relates to the above stated NAICS code and size standard information listed and in accordance with the SBA size standards), and type of ownership for the organization. Specify, identify any small business classification: Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, or Woman-Owned Small Business, etc. (Note: If a teaming arrangement is proposed, your business size should be considered large unless you have obtained written SBA approval for your team to be considered in another size category.) Organization�s capability statement to perform the magnitude and complexity of the draft PWS noted in the Objectives section above. Describe the experience in performing, what was performed, and whether you intend to perform these requirements as the Prime contractor or whether you are providing information from a teaming perspective.� If providing as a teaming organization, describe each team members information separately so that a full picture can be determined on who has capabilities for which sections of the requirement. The description should address specific information to clearly identify the organizations capability to support claims of organizational and staffing capability. If subcontracting is anticipated, describe your organization�s experience in successfully managing subcontracts.� Include a detailed description of how your organization guarantees the performance and participation of the potential subcontractor, including a description of the type and expected levels of subcontracting (magnitude) as well as the type of work that a subcontractor may perform for your organization.� It should be clear whether the subcontractor is being used to fill gaps in capabilities from the prime or whether it is to compliment the prime�s capabilities. Identify any performance challenges and potential risks in meeting the requirements as described above and how your organization minimizes any risks in order to satisfactorily perform requirements similar to those described in this notice. Describe your organization�s ability to assume the financial responsibilities associated with receiving a contract of this magnitude. Specifically, discuss the assurance that resources are available to meet payroll, subcontracting, and material obligations at this magnitude. Please do not provide financial statements as part of your response; it should be limited to discussion of the rationale. Describe your organization�s ability to ensure a seamless contract transition. Provide any past experiences with contract transition of this size and nature. If your organization holds a GSA (or other) schedule contract for performing these type services, please include the contract number and the schedule number to which it was issued. DISCLAIMERS AND INFORMATION:� The DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines appropriate, including, but not limited to, the creation of a competitive solicitation.� An interested party should avoid including any classified, business confidential, and/or proprietary information in its response.� However, if an interested party elects to submit business confidential and/or proprietary information, the information must be clearly marked accordingly.���� All interested parties responding to this Sources Sought Notice must submit their responses no later than 4:00 PM Eastern Time on May 31, 2023 to ITSS2@netl.doe.gov.� DOE personnel may contact firms responding to this Sources Sought notice to clarify a responder�s capabilities, discuss potential contractual mechanisms, or obtain other information as part of this market research process.� You are strongly encouraged to submit your Expression of Interest/Capability Statement in response to this Sources Sought Notice at least 24 hours before the specified due date in order to have time to resolve any transmission problems.� As previously indicated, this is a Sources Sought notice and NOT a solicitation; therefore, no cost or pricing information should be provided. �Inquiries concerning this notice will not be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submissions. �Responses should be limited to the entity�s expression of interest and capabilities statement (as identified above) along with their respective business size based upon the list provided.� It is not mandatory for an offeror to respond to this Sources Sought notice in order to be eligible for proposing on a subsequent solicitation when/if issued.
