Sources Sought #: Title: High-Altitude Electromagnetic Pulse (HEMP) Protected & Collective Protection (ColPro) Structure Notice Type: Sources Sought ID: HEMPCOLPROW911QY Posted Date: Response Date: Archive: Original Set Aside:� Set Aside:� PSC/FSC Classification code: 8145 - Specialized Shipping And Storage Containers NAICS Code:� 332439 - Other Metal Container Manufacturing SYNOPSIS: This Sources Sought Announcement is to assist the Joint Project Manager for Chemical Biological Radiological Nuclear Protection (JPM CBRN P) to identify potential sources to provide a High-Altitude Electromagnetic Pulse and Chemical, Biological and Radiological protected transportable structure. The solution must be capable of meeting the requirements described below. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB).� This is for market research purposes and is being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract based on responses nor otherwise pay for the preparation of any information presented or the use of any such information.� The Government requests that responses be submitted by 12 June 2023 by 5pm EST electronically to: Dan Adams dan.l.adams2.civ@army.mil and; Andrew Rhodes andrew.r.rhodes10.civ@army.mil Background: The Air Force requires the ability to maintain systems that will support planning and communication, while also being protected by any High-Altitude Electromagnetic Pulse (HEMP). The Air Force must also protect against chemical and biological threats. This Collectively Protected (ColPro) space will provide the warfighter with percutaneous, respiratory, ingestion, and ocular protection from chemical and biological warfare agents, radiological particles, and selected toxic industrial materials.? Description: JPM CBRN P is requesting information to produce a HEMP ColPro transportable structure to house computers, equipment, and a Transportable Global Aircrew Strategic Network Terminal (T-GASNT) interior components. This structure will include positive pressure for collective protection and HEMP to prevent electromagnetic interference. The configuration must include mounting of the interior components of the government furnished T-GASNT system. The T-GASNT terminal and shelving must be mounted inside the structure and remain operable during and after transportation by truck, air, sea and rail. No substitutions of the T-GASNT terminal will be accepted. ? Specifications:� T-GASNT (Government Furnished)�This will not be an integration. The GASNT system to include terminals is required to be mounted within the structure. The system requires power. Must follow ATLAA Load Planning requirement.� The system hardware is not classified until they are loaded with keys. The GASNT system and terminals needs to be powered, and connect by fiber to the antenna outside to operate. Main cabinet Size � 64.875� (high) x 31.25� (wide) x 36.125� (deep) Weight � 734 lbs. Power 1893 Watts drawn from System Power Source Requires connection to the site grounding grid. The fixed site is responsible for providing access to this ground grid. A grounding strap will be provided to connect it to the fixed site ground point. A value of 10 ohms or less will be required IAW MIL-HDBK-419A. removable shelf that attaches to the front of the cabinet. This shelf has dimensions 24� (wide) x 20� (deep). System Power Source Size � 64.435� (high) x 28.375� (wide) x 36.125� (deep Weight � 988 lbs. Power Acceptable input power options (via the facility power grid) are; United States: 208 VAC, 60Hz, 3 phase (preferred option), 20 amps per phase United States: 240 VAC, 60 Hz, single phase, 50 amps Plan to allow at least 30� of unobstructed space for the front and at least 15� from the back of the cabinet. System comes with two sections of power cable (each 80 feet in length). Fixed sites can use either one or two sections of cable, as needed. One of the 80 foot sections has a pig tail at the end to connect into fixed facility grid power. Plan to allow at least 30� of unobstructed space for the front and at least 15� from the back Antenna Weight Antenna Pedestal, Dish, and Associated Electronics (assembled unit): 377 lbs. ACU: 250 lbs. Power - 230 VAC power supplied by power source User Interface Equipment Weight 4 (four) Laptops: 11 lbs. each 4 (four) Docking Station: 27 lbs. each Console plus Docking Station: 11 + 27 = 38 lbs. Printer: 12.5 lbs. with paper 1 component requires on site power 140 Watts (max), 110 VAC, 60 Hz duplex outlet site power The objective of this RFQ is to determine the availability and cost in the commercial marketplace of providing a structure to support HEMP and CBR (Chemical, Biological, Radiological) requirements. The structure may be a CONEX (shipping container) but is not limited to this solution. Further considerations are as follows: Watertight, airtight, and structurally sound� Capable of withstanding standard �rust and corrosion control (subject to: temperatures -10�F to 100�F, maximum 80% humidity conditions, ultraviolet index of 10, 16 inches of precipitation over a month period)� Finished Interior No carpeting Anti-skid patches Flooring Walls Exterior Painted (color TBD) Lighting Mounted lights controlled by switch(s)��������� Separate switch for airlock, main area, bladder relief area with chemical toilet Must meet MIL-STD 188-125-2 for HEMP protection. 80DB is required for frequency testing. MIL-STD 188-125-2 on DLA Quicksearch. ColPro filtration system must provide: Vapor filtration IAW MIL-DTL-32101. Minimum 180 CFM The air purification components shall provide protection against all biological agents, aerosols and particulates. Workstations for 6 personnel: Desks x 2: L x 30"", W x 47.25"", H x Adjustable. Space is needed behind the desks for cables ~ 2-3"". Space is needed beside each desk for the monitors to reach over the desk 3.5"" Space is required for GASNT terminal, government provided NIPR laptop, government provided SIPR laptop, government provided Top Secret Laptop Space for seven 8� in binders Configured for communications network NIPR � GFE Laptops plus 6 VOIP phones SIPR � GFE Laptop Cable racks Pass throughs Mounting and antenna for a government provided UHF radio model PRC-117 G� Must me usable from inside structure or an alternate solution that provides communication from inside Will be provided as Government Furnished Equipment (GFE) Transportable via air (C-130J), land and sea. Air transport by C-130J following ATLAA load planning requirements as referenced in the Aircraft Load Planning and Documentation document. The threshold for this requirement is 26000LBS per aircraft which includes the antenna subsystem and its components exterior to the structure, Objective is 18000LBS per aircraft which includes the antenna subsystem and its components exterior to the structure. 4 drawer safe with combination lock- KABA MAS X-10 locks General Service Administration (GSA) approved up to top secret material 2 drawer safe with combination lock- KABA MAS X-10 locks GSA approved up to top secret material Fire lock box with two combination pad locks to lock the box Electrical Integrated power generation to support 60hz Integrate and external shore power connection Interior will include 110v outlets throughout (minimum of 4-outlets at each work station) Interior will include 220v outlets throughout (minimum of 8 outlets) ���Environmental Control Unit Mounted capability with heating and cooling Must be able to overcome heat loads induced by proposed components with the projected number of hosted personnel and T-GASNT hardware. Rough order of Magnitude pricing per unit: Single Unit 2 to 8 units 9 to 20 units The responses to this posting shall be unclassified. All assumptions, including any assumed Government support and Government-Furnished Property (GFP) that the firm would require to execute the work, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.
